I reckon heavys and Gallente scouts are the best counters, other than Caldari scouts fitted with 2 or 3 precision mods. Also anti shield weapons. CCP fixing the hit detection would be the best counter.

Couple of things, Amarr assaults now have 3/4 slot layout at proto, not 3/3, (2/3 at adv). Amarr assaults have 200hp more than Gal scouts, plus an additional module slot at proto. Not sure I would describe the hp difference as "tiny".
