Make them skill dependent. If the character doesn't have the skills necessary to fly it, then they shouldn't be allowed in the driver's seat. That and lock them so that only properly skilled squad mates and corp mates can jump in would be helpful...

The turn rate is linked directly with the stick's amount of deflection off center. So you need to learn to finesse the stick. Either that or get stick extensions so you can get finer control with larger movements.
