The shotgun is still quite potent, I have great fun with it in the Gallente Research lab complex. It's a niche weapon though so clearly a rifle is far more versatile.

In EVE short range lasers are called Pulse lasers so I equate this to the scrambler rifle. The long range is beam lasers so I would say "in theory" the laser rifle should be the Amarrian equal to the sniper rifle.
