It's definitely Gallente.
Why do the Caldari get the armor rep nanos? If the Caldari get the armor rep nanos then the Shield generators will most definitely be Gallente.

Why do Caldari get a monopoly on nano tech. Rep nanos are clearly Gallente tech.

Nah if the Amarr have another equipment item it will be something like a Stasis Webifier or Capacitor Neutraliser/ Vampire.

If anything triage hives would be Amarr, good for entrenching and boosting armor.
I would envision them setting up "disruption fields" defending locations that alter shot trajectory when it passes through them
Rep tools would be Gallente, armor repair on the go.
They would also likely get things like decoy grenades and stealth bubbles (lowering the profile of a whole group of people).
A kind of handheld shield booster would be Minmatar for shield boosting on the go.
If stasis webifiers ever enter in they will be Minmatar, so they can hold down their prey as they race around them.
A deployable equipment that slowly, steadily restores shields within an aura would be Caldari.
The deployable shield bubble would be Caldari, they would also likely have flashbang type grenades and a tacnet scrambler |

Nah the Gallente will end up getting radar jammers and radar decoy insertion. I imagine that the jammer would be like a nanohive that would have an AOE somewhere around 80m. Decoy insertion would be more difficult could work the same way as the jammer: AOE with several decoys doing random things, but I think that it would be better as an active equipment like the cloak, however the mechanics of this would have to be very cleverly done, as to not be instantly recognized as a fake by an enemy. I cave some ideas about how to go about accomplishing this but I don't feel like explaining it.
