Have you looked at the efficiency rating? Last I checked it was 22% vs armor and 33% vs shields. So not only do you only deal assault rifle damage but that damage is reduced by 75-80% against other vehicles/installations.

Yes, and I am proposing this as an alternative. CCP's idea is to jack up the cool down times to combat active scanner spam but this would diminish that and make profile dampening relevant, which their changes don't address.
