Minmatar scout has always had a bonus for a caldari weapon. Supposedly there's going to be racial knives. Eventually. Someday. Maybe. Probably not for a while.

I think your guess is spot on old chap.
Also, I think CCP wants a melee weapons oriented suit, and the Minmatar Scout is the best choice.

Probably not. The Minmatar Knives will come eventually, even then the Minmatar Scout will keep its bonus to all knives.

They showed all the knives at FF last year and they all look more or less the same so it wouldn't surprise me if it was a blanket bonus.

There is more than one thing wrong with Nova Knives, racially speaking.
The are a CQC weapon (Gallente)
They use plasma, a.k.a. thermal, to deal damage (Gallente) not kinetic (Caldari)
They are a Caldari weapon (Who hate CQC)
The Minmatar get bonuses to them (who use projectiles or explosives)
Lore wise the Black Eagles (Gallente) are renowned for nova knife kills, not Minmatar or Caldari |

Currently only scouts, in general, and Minmatar scouts specifically make use of melee weapons regularly. I don't expect any new ones will be introduced in the short term, and if they are introduced at all they will need need to offer significantly different playstyles to be of any use. Another type of knife is no use if there's only a couple of dozen people using knives in the first place.
