We don't need to earn our bonus SP at a higher rate just because we have a larger pool. That would open up any number of negative behaviors such as not playing for days or weeks so you can play less for the same SP total or running many alts to do...

I think the key here is that people shouldn't feel pressure to drain their bonus pool. Rather they should be encouraged to see it as a limit that is best kept off in the distance. After all, it's CCP's way of saying "Stop playing!"
