How about balancing by adding rather than subtracting? Add play enhancing counters such as web stasis rather than leave tanks OP but limited to one each.

The biggest hurt would probably be a lack of uplinks on the larger maps. I'd like to see everyone have to hike it in from a back spawn after every single death for a week for all the complaints about uplink spam.
