As far as I am aware, there won't be game modes in which there is both friendly fire AND random blue dots. In hisec instant battles you'll have blue dots but no FF. In FW and nullsec you'll have FF, but will be fighting alongside your corp-mates...

I'm fairly sure I don't want FF on in matches where I don't get to choose my team-mates. A number of people have already said in these forums that they will shoot team mates who are hacking objectives so they can get the hack themselves.
