Providing a forum for CPM to spread a message is one thing. Boots on a The Ground and the CPM AMA hosted by Gimble are a great example of that. Giving CPM perks in the form of codes, however, just feels a bit off.

The problem is there is really no way to stop district locking. You can only make it cost ISK at best. Just one of the flaws in the system as long as passive ISK exists.

I actually agree. I don't think the scout should have to loose a slot to gain and equipment slot. Especially if the cloak lands in a reasonably balanced fashion.
