Hotfix Notes - Uprising 1.8 Hotfix Charlie
Turrets
- Turrets will now no longer slow their targets movement speed when they hit
- Large Blaster Turret Dispersion Decay at Max Dispersion has been increased, increasing the rate of accuracy recovery at higher dispersion levels
- Small Blasters now have much smaller dispersion growth, smaller maximum and minimum dispersion, higher dispersion decay and lower dispersion when aiming down sights
- Increased Small Blaster Heat per Second from 15 to 25 so it will now overheat before end of the clip
- Increased Small Blaster Base Damage from 38 to 44
Handheld Weapons
- Increased Heat per Second on Standard/Advanced/Prototype HMGs from 14/13.3/11.9 to 16/15.2/14.4
- Rebalanced Burst HMGs. These now fire and overheat much quicker, delivering high damage for short periods of time
- Changed base effective range on all HMGs at all tiers to 52.5m. Assault HMGs still have increased range over basic and burst variants
- Changed Sniper Crosshair from fixed dot to a small open circle similar to the Laser Rifle
- Nova Knives now have 50% efficacy against vehicles. Nova Knives are still unable to damage installations including turrets
- Decreased delay between releasing trigger and hitting with Nova Knives from 0.3 and 0.55 seconds to 0.2 and 0.45 seconds
- Added Aim Adhesion to Nova Knives
- Increased range from 2m to 2.5m for all Nova Knives
- Increase damage for standard and advanced knives from 90/150 to 120/160
- Changed charge time for all standard knives to 1.2 seconds (from 1.5 and 1 for AUR variants)
- Increased all Assault Scrambler Rifle's Heat per Second from 15 to 23.5 so they now overheat within a single clip
- All Swarm Launchers now fire 4 missiles at all tiers
- Swarm Launcher missile damage now increases per tier. For STD/ADV/PRO, new damage per missile is 260/286/312 from 220/220/220
- Increased base reserve ammo for swarm launcher from 6 to 10
Dropsuits
- Removed extra sidearm slot from Imperial Commando ak.0
- Balac's Modified Assault ck.0 now requires Caldari Assault Dropsuit V to operate, and has been made very scary
- All Assault Dropsuits have received additional health. New base values are (Armor/Shield) - Amarr: 315/145, Caldari: 155/275, Gallente: 275/155, Minmatar: 185/200
- All Assault Suits have a new slot layout, listed below (STD, ADV, PRO)
-Amarr: 1H/3L, 2H/4L, 3H/5L -Caldari: 3H/1L, 4H/2L, 5H/3L -Gallente: 1H/3L, 2H/4L, 3H/5L -Minmatar: 2H/2L, 3H/3L, 4H/4L
- All Assault Dropsuits have had their base amounts of PG/CPU updated, listed below (STD, ADV, PRO)
-Amarr: 164CPU/33PG, 246CPU/50PG, 369CPU/74PG -Caldari: 178CPU/27PG, 267CPU/41PG, 401CPU/61PG -Gallente: 169CPU/31PG, 254CPU/47PG, 380CPU/70PG -Minmatar: 174CPU/29PG, 261CPU/44PG, 392CPU/65PG

Modules

Vehicles
- Increased Shields for Caldari Dropships by 500
- Increased Recall time on Dropships and HAVs to 15, LAVs to 10 from 5 seconds for all vehicles
Installations
- Turrets Armor and Shields have been increased from 750/3150 to 2000/10000
- All installations now have passive armor repair. Turrets have 5hp/s, Clone Reanimation Units 20hp/s and Supply Depots have 30hp/s
- Missile Launcher Installations range has been reduced from 2000m to 250m to match vehicle mounted Large Missile Launchers
- Turrets will no longer automatically shoot any infantry that move near them.
- Turret detection range against all vehicles has been reduced to 75m
- Turrets can now detect targets in any direction
- All turrets will now lose targets that move out of Line of Sight after 3 seconds
- Note: Turrets will still return fire on any target that fires upon them (including infantry)

Are other suits not going to get slot adustments in Charlie according to that matrix, just Assault and Sentinel? Especially Amarr Logi which at prototype is still holding onto the 3H 4L (should be 2H 5L) from when Amarr were considered dual tankers in Dust. Also noticed the Loyalty Point payout increase isn't listed here, but is in the other thread.

Pretty solid I think. Nice to see assaults get some love.
The swarm changes may be a concern but I'll wait to see how they feel.
I'm pleased about the installation changes. They should be tougher to kill and be more valuable asserts worth protecting rather than just a hinderance or minor obstacle.
Particually happy about the sniper scope. Never liked the red dot and I think the circle will be easier to use for DS3 users.

Well I got ****** over. For some reason I'm not happy with the slot layout for the minmatar assault suit. I should be, but I would've been happy with a 4H/3L. Turrets just suck now, all they got is their defense now. I'm glad with the extra sheild they got now, cuz the tankers blow them up instantly for points. Missles range should've never been decreased, I guess all the dropship pilots cried their ass off for that one. I guess I'll just have to adapt to the fresh atmosphere. |

If you've never ADS'd you have no idea how annoying it is for an unmanned missle turret in enemy red line to track and constantly shot you across most of the map. Missile turrets needed its range reduced for a long time.

I'm really looking forward to the installation HP buffs. I think it's a great change -- will require longtime vets to rethink their various strategies when attacking/defending maps.
I like the buff for OBs, but 5000 WP seems a little high to me -- I hope you guys will be monitoring this to see how it performs. In a good squad, it's easy for me to get 2-3 OBs in a match, but I hope they don't become impossible to hit. I'm thinking 3500 to 4000 might be a better number.
Not sure how I feel about my Amarr Sentinel. I went Amarr mostly for the resistance to HMG bonus, and the ability to gank with damage mods if I wanted, but I'll withhold judgement until I've put in some rounds with it.

I suppose the whining on the forums caused this to happen again?
The overheat was plenty of a Nerf the range nerf was just placating the community who cries the loudest on the forums.
And I see we still have not fixed the first strike from being cloaked, which we were promised before it ever made it into the game would never happen. |

I dont think the PG reduction of kincats, codbreakers is enough, but we will see.
I don't see a PG reduction on Knives, nor a mention of getting proficiency bonus to reduce their powergrid. Was this forgotten about from the patch notes or did it not make it into this hotfix?
I see it in the "numbers" sheet but its just not stated here.
In all, I don't think the PG reduction is enough to boost their use, a couple extra PG will be helpful, but I guess time will tell once it hits TQ

The reason they were 2000m was back in early closed beta, installations could do real damage to a moving MCC, thus they could shoot it way off in the distance, they never updated the projectile since then. The current devs might not even know this history

I thought: Sentinels = Juggernaut they are supposed to be pretty powerful and now they are mega nerfed. Someone wines about them and now they get nerfed, hmmmm. Would definitely like to see the base stats on standard dropship get a minor boost, either that or restore the logistics versions. Right now, standard are the support and transport class and even with just 1 turret to give it more plating, you can have a tough time surviving the large variety of AV that we are subject to.
So please check the stats on how many standard dropships are lost per match vs how many WP / gunner kills those players bring in. I can tell you right now, it is more of a just for fun role then anything.

Just replace the regular dropships with logistic dropships with the inbuild CRU. And each lvl of dropship operation decreases the spawn time by 1 sec. Which would mean at lvl5 the spawn time would be reduced from 10 secs down to 5 secs.

dont worry destiny and ps2 are very close . after all theses changes and still no respec umm . i think the range nerf was needed for the hmg but not the heat . we will see . i do worry for ccp . they always nerf and buff at the same time and its never been good for anyone but them . still thdy have yet to lower strafe speed . biggest problem with caly scout . you pretty much killed the heavy suits ONLY weapon with no other hw in game . to soon to tell. . all your going to see is 30% assault 60% scout cause of the strafe speed and scans .10% all others . its your skill system that is off . heavys and scouts should take the longest to get in to . but since you have kill your owen game what do i know lol |

Solid changes,and we need more content please.. more maps, sockets and game modes. Not complaining just please keep in mind. Polish a few more things up, add in PVE, Open Market, Open world and you might be able to start marketing this game here in the US.
Forge Changes needed Officer Splash 3.0, Proto 2.7 Advanced 2.5 Standard 2.1.

I don't see anything about suit color changes like Commando's for instance and the prototype of Caldari Commando is still that loud blue color .
I believed that colors would be addressed in this fix .
You would think that CCP would have given the infantry refund that should have been in 1.8.

I'm going to love it and the Caldari Drop ships needed a shield HP change , that was long over due .

They're pretty mediocre as is, but will definitely become obsolete if they don't get at least half of what the assault suits are getting.

I actually like the turret installation EHP buff. Large missile launchers should become the turret of choice for destroying turret installations. Two seconds to unload clip, hide to reload, then come back out for another two seconds and the turret goes boom.

There are differences between this list and the spreadsheet in feedback discussions. I'm guessing this is the CORRECT list, and there were errors in the spreadsheet.
For example:
- LAVs only having a 10 second recall time, while the spreadsheet says all vehicles will get 15 seconds. - Sentinel suits have the normal 5 slots at proto, 4 slots at adv, 3 slots at std, while the spreadsheet says 4, 3, 2. - Caldari Assault HP is listed as 275/155, while the spreadsheet says 275/144 (spreadsheet also lists the current Caldari Assault armor value to be 109, when really it is 120)

I am unhappy about the Swarm Launcher changes. (Using Wiyrkomi SL with Minmatar Commando) it comes even more difficult to down (Assault) Dropships now that the damage is going down at prototype level.
Add to that the buff to Dropships and there you go.

Not to be picky but is there a reason that minmatar and caldari sentinels both have the same slot layout at proto?
(i assume it's because when you were ready to put the 4H1L layout that was left it was acknowledged that it didn't work for calsents so it definately wouldn't work for the minsent)

So that makes it balanced!? The fact that I MUST use damage mods to just to get the same damage output as I had before makes everything ok? You've lost your everloving mind. Why are you coddling dropships so hard? Tanks already cant touch them with their pathetic rail range, forges do pretty good against them but require high player skill and loads of luck that red infantry doesn't come **** you while trying to kill the stupid dropship, and swarms cant touch a dropship. Why don't you just make dropships completely invulnerable to damage except when shot by another dropship? We are almost at that state anyway.

I don't think heavies needed both of those nerfs. They were easy enough to kill before. This is going to destroy the class yet again.
I'm torn about the SL changes. I felt this last iteration was actually pretty well balanced. Good tankers and pilots had the ability to out maneuver the swarms while I broadcasted my position to all their supporting berries. Having less rockets means even less dps and less chance that my stupid dumb guide will miss even more potential damage. Guess REs and NKs are the new AV direction.
Other than that, I'm pretty happy with the notes.

Having all 3 of the weapons I say they all have their uses. In my opinion the RR is the most easy to use of them all with the basic RR being effective completely on its own. But I have definitely stripped shields and most armor with a ScR much more quickly than the RR. CR is a little slower on the uptake of the shields but chews through armor like crazy. But like I said, I think it has to do specifically with the DPS you can put out with the maxed skills in comparison. And it is for the Assault version only. That thing was a beast to encounter on the field.

I agree with you there. I can't say I see justification for why they did so, but maybe you're right and its just another reason to drive people into skilling deeply into the assault suits.

This is great work from the community and CCP team-up, I will be pleased to play with all of these new changes.
I will be await the play data to see how these changes impact the game. More importantly how this will affect the logi crew.
Seeing that this level of adjustment is possible I eagerly await the day when the Logi Class and respective races can also get their day in the spotlight for the tier adjustments and a re-analysis of their bonuses, equipment, and PG/CPU - I believe in their day of reckoning.

this is a game changer - i appreciate the time and work that have gone into these changes; and the apparent forethought. i would like to point out that most of us have put as much thought into our suit choices based on previously known information. now that has changed. i don't want to encourage flavor of the month but most of us would have spec'd much different if this was all offered day one. please do something to address this ccp!
i suggest a happy medium 1 free full respec deposited into the inventory of every single merc - like an augmentation type thing. then allow the purchasing of respecs via AUR for around 10 bucks. keeps ppl from constantly respecing but allows pilots who legitimately made mistakes to correct them. this has been one of the constant complaints i hear from new players due to the complexity of the game.

My 2nd Thoughts about Notes from Patch C are....i like the Slot Buff for Assaults to try (but i was thinking you overwork the race specific weapons Bonus) ...but with this Slot Ugrade and the light Dmg Mods Upgrade and the "nervs?" of HMG Range and Heating..(or what was the Basic Range before? Is the new Range now more or less?)..Assaults now have a rly good Chance to kill a Heavy in close Combat before the Heavy can kill em...especially when there more then one Enemy...i think Heavies was fine like they was..a Heavy should be like it was..thats the sense of a Heavy to be last line of Defense..on an open Field Map even a pro Heavy already is fish food vs Assaults with Rail or Scrambler..and why the Hell you delete one of the high Slots of Amarr Heavy? Now hes like the Gallente but without Autorep. Im also unlucky with changings for Swarmlaunchers..4 Missiles ok but ..you nerved still the dmg a little bit (1320 to 1248)?..then increase the range a bit !! Nice a Triple Lp Payout but i think a double would be enough..i was ok with the normal Payout..it should be not so easy to get the Lp..thats the reason to play more FW and try to gain higher Loyality Levels. About the Scouts changes i cant say something cause i didnt check it yet. The Warbarge new needed WpS are a bit High i think...3000 is hard enough to gain i think. Random Public Player Squads will have more Problems to get that 5000 WP then pro Player Squads (Corp Pub Stomps). What is the "Balac's" Caldari?(never read that name/version somewhere) |

Except that's the only thing we can do. We can't actually kill a competent pilot with swarms, you need to tag team it with 3 people and get it from behind and even then it has a chance of escaping.
Who the hell thought missiles should be slower than dropships with 1000x the mass?
Anyway, them reducing the missile count to 4 means that you also get knocked around less.

Except that's the only thing we can do. We can't actually kill a competent pilot with swarms, you need to tag team it with 3 people and get it from behind and even then it has a chance of escaping. Who the hell thought missiles should be slower than dropships with 1000x the mass? Anyway, them reducing the missile count to 4 means that you also get knocked around less.
i was in several matches last night against different Python pilots in both OMS and doms and each time the Python went 20+ kills to either 0 or 1, he'd either just fired missiles at the guys swarming/forging and killed 3-4 of them outright with 2-3missiles or would just ab out of range and get repped up. Pythons really didn't need any kind of buff and swarms certainly didn't need any kind of nerf and keepign vehicles in OMS was stupidest decision ever. i just want a small corner of the universe where i'm not gonna have 2 pythons hovering over us spamming missiles down. at least months ago when it was mass driver spam the infantry was easily dealt with

I have proficiency 5 in scrambler i one shot shields easily but what im saying with the way the game is now were armor is tanked mostly why make it harder for scr users to counter what there gun isn't meant to go through I can understand the dps problem but taking a assault weapon and having it only have 1 clip before it overheats is way to much the overheat went from 15 to 25 thats a sizeable jump I deal with armor fine because I play smartly but for others who don't have amarr assault and prof 5 is a kick in the balls becuase I run dcr on my amarr scout also so im going feel the full effect of that overheat there forcing ppl to go into the assault role becuase if I go up against a gal scout with any other rifle he has a advantage just by not having to worry about heat plus hes going to know his enemy can only use 1 clip or constantly Reload And stop Firing for assault gun which is meant for firefights it should be able to keep up with the other rifles and when i last saw they weren't overly used or broken it served its purpose
in all honesty ScR and AScR do far too much damage to armor than what they should do. i've chewed gallente heavies down just as easily as caldari with my Carthum

And first of all surely not the heating...when you want to nerv it then the dmg....cause when you nerv the heating then you miss shots what maybe decides between kill or get killed (in case of overheat you cant change to sidearm weapon, and in cooldown youre dead in close combat ). |

The overheat on small blasters should not have been changed even with the damage increase the small blasters are still pretty weak. A range increase would have been much more appropriate for Ads pilots and Lav drivers. You've given the small blaster more dispersion to help Dropship pilots but then you increase the over heat in a vehicle with stats that increase the fire rate of blasters making them completely useless. You've also given no reason to skill into small blaster reload skills because the overheat lasts longer than reloading. Please change this before you release Charlie its just a terrible idea.
Also on Lavs its just a terrible idea you have to rely on acquiring multiple targets rapidly in a stationary position. Just change it please add a bit more range change the heat build up back to 15 everything else is fine. |

again last night several python pilots in OMS 11-0, 9-0, 13-1, 18-2 this was with AV being used to try take them down. so really why do they need a buff? all they do is take a hit and run like sissy's to recharge while the other one circles round and the recharge time on forge is far too much. i know two extremely talented Forgegunners who use the ishukone assault forge and both them were on the pythons and soon as they took a hit they whizzed off to recharge. flew back and 2 missiles took out both the forges and the logi (myself) before they even had a second shot off.
personally my theeory is CCP deliberatly p**sing people off they they quit and they can shut server down on 'good' terms with the remaining playerbase. brought the theory up late last year and lo n behold legion gets announced at this years fanfest. lets face it Oceana server went last month due to 'abuse' i just think it was so unused it was better to just scrap it and save bit cash

Since you have basically switched my Gallente layout to the Amarr one, are you guys at least going to do the sensible thing and give me a respec? The only real reason I went with Gallente instead of back to my armarr when they came out was for the 4 low slots.
Also on a side note, is the intention to make the Nova knives the new "Kill anything" weapon deliberate or what? D: (they kill my heavy in 2 strikes as it is, if not 1 when I'm packing less plates.)

You could even use ADV knives and still deal more dmg than the gallente with proto. |

originally they were a tournament prize in closed beta. i think the guys who won the tournament each got 25 balac sets (suit, AR, SMG and sniper) as well as an Angel Cartel Black Ops LAV BPO i think the changes to the balac suit are to probs try and convince peopel to actually start using them as most just left them in hangars hopign to make a lot of isk when the forever hoped for market cam einto play.
would be nice to have an event though for the rest of us to get our grubby lil mitts on some. perhaps one similar to the scout event where if you got 10kills you got a quafe scout suit. make it so every 10 kills using Balacs GAR-21 you earn a Balacs modified Ck.0 at the end of the event?

I actually like the changes. I think that the Swarms are balanced. You can scare away an ADS and keep him from doing anything in the battle, while at the same time, if you team up with any other AV and you syncronize your attacks you can easily destroy the enemy ADS.

I personally use the ADS and have to say that although SLs dont do a hole lot of dmg with one shot, they can actually shoot twice before the ADS pilot knows the AV is even there. So you can do about 2600 dmg before the ADS runs away, and if you have a squad member to help you out and you both shoot at the same time you can defenatly destroy the ADS very easily.[/quote]

in all honesty its not the damage thats really the issue. the main thing is that SL got a huge nerf with both reduced damage and range. the missiles themselves don't really fly quickly or for very long either which allows a DS/ADS just just hit throttle and fly straight up and be out of lock range before the SL gets another lock. i would rather the SL operation skill be an extra 25m lock range per level than reduced lock time or even a combo of both, reduce lock time from 5% per level to 3% and add 25m lock range per level too and increase fligh time of swarms by 50% just so they actually have a chance of catching a target.

I am concerned about the assault dropsuits PG and CPU distribution. I understand the need to differentiate the two stats between the dropsuits but I feel that even though the stats need to vary, that same variation should be balanced. As of the stats in the original post, the Armor based suits have a edge over the shield based dropsuits for fitting. I compared the suits base CPU and PG to the maximum base any one dropsuit could have (so, the Amarr's 369 CPU divided by the max possible which is the Caldari's 401). I then took the percentages that got for each race and added them together and divided by 2 ( for example, the Amarr: 369/401 CPU - 74/74 PG - 92.02% efficiency for CPU and 100% efficiency for PG - 100+92.2= (192.02)/2 = 96.01% ). Doing this with each, I've found that the Amarr and Gallente suits have higher average fitting than the Cadari and Minmatar suits. the percentage differences for each suit are as follows- Amarr: 96.01% Gallente: 94.679% Minmatar: 92.797% Caldari: 91.216%. I understand the need to differentiate the stats and how Amarr has the highest fitting, but I feel that the percentages for the other three races suits should be closer. That 2-3% difference in fitting from where the shields suits are at to where gallente is could mean the difference between running ADV-PRO modules or equipment instead of STD, which could decide close battles or firefights. ( *Please note that these percentages are only slightly different at the absolute maximum, that being the stats with all skills to PG/CPU increase at maximum ) |

I tried it and it works some what but here is that suits problems. total ehp 322, 235 shield 87 armor (with max skills) most light weapons will kill you with 15 shots and scr charge shot is OHK, still gall & caldari can see you (23.63db) if you can even see them with no precision and run you down with that fit (9.35m) sprint. flux grenades you don't need on it. then are not worth the cpu/pg in most cases & the only way they will fit is if you use 1.8 mil sp into combat fitting op (due to ccp not lists the nova knife fitting op or reduction to the pg) . they do help against cald med/hvy suits but the scouts will see you before you can use them. the damage mods only works for one of the weapons. plus 40,000 isk for a suit that you will die 3-5 times (avg) is a lost of ish. please try again though. |

Also you can't complain that you will die quickly because you are a scout, you are supposed to be fast and sneaky at the cost of HP. That part is fine it just needs better fitting room.

Im am begging you, please evaluate making Codebreakers High-slots for Delta, or something to give the Minmatar Scout some ewar. Just...please...Even with the extra PG and CPU, A Gallente, Caldari, or now Amarr Scout will easily detect me unless I run three complex dampners and a Cloak (That's to avoid a Caldari). I can't speedhack when all my lows are for hiding, and I can't hide if I need to get in close.
Speaking from a PC perspective, or even a pub. Enemies stay near points. In order to successfully get a hack and survive, I must either be swift with the hack or kill everyone and then hack. The problem is that I can't do both, because all the slots that make the Minmatar a Minmatar take away from each other. The Caldari can run precision and Range, the Gallente Dampners and Precision, the Amarr Precision, Dampening, or Range as well as speed. The Gallente have enough Low Slots that they can hack as fast as any Minmatar Scout as does the Amarr.
The Minmatar Scout however must choose between Speed, Dampening, or Hacking. The Precision takes away from our HP, the very little we possess anyhow.
If scout bonuses go to compliment modules, then the Minmatar Scout will have to have Codebreakers moved to high slots, otherwise we are forced to hack and die before we get anywhere close.
Other than that tidbit, this Hotfix is amazing. Damn proud of you CCP. Now...about that release date lol...

Also you can't complain that you will die quickly because you are a scout, you are supposed to be fast and sneaky at the cost of HP. That part is fine it just needs better fitting room. btw any scout that runs 2 complex precision can pick you up with the 21.41 db scan. the ehp is fine but speed or stealth is the way you have to run Minnie scouts all I was asking was 2-3 pg more on Minnie scout. so I can run a slight better suit that is still well under cald, gal, and soon to be amarr scouts

[/quote] speed is the key to a Minnie with nova knives. here is why-you mostly like can not catch a scout without being seem. however med/hvy suits you can but speed to flank and get behind them and after 1-3 kills to get away while they are trying to see you as you sprint among them to make your get away. |

Made my day :) Yea, a 5/4/2 (H/L/E) slot layout with 50 more shields than a normal Caldari Assault, with 500CPU and 75PG will do that.
