The reason they removed it from the assault class was that the bonus it provided was way out of kilter with the +5%/level bonuses of other suits.

Remember that not every faction item in Eve is actually more powerful; a lot of faction items are the same as Tech 2 but lowered fitting costs. (e.g. faction specialist weapons in Dust)
