Make all amarr strafe .95% of max speed and their base sprint 1.5 rather than 1.4x base speed. This way their armor plates have less of an effect.

will the time to refill cloaks back to 100% be the same, or do they keep the same rate as before? If it took 10s to fill a 60s cloak, will it be 10s for a 30s, or 5s for 30s?
