Heavies should not be OP, but balanced. They should not be soloable in a direct 1 vs 1 in short to mid range (except for maybe shotguns in very short range), but that's not the same as them being OP.

Like others have said, you're making all these strange changes we have no idea are happening before they're implemented. If the change suck (in the case of the daily cap and grenade timer among many other things) we have to live with it for months...
