Absolutely not. New players shouldn't get power buffs. That leads to people making alts just to get overpowered weponry. Instead, new players need increased SP accrual in order to get them to competitive levels of SP faster.

Honestly I like the regulators as they are. The only problem is that the delays A) are too big and B) are reset by any weapon at any range. A shield damage threshold would solve a solid 70% of the problems with shields.
