Even easier:
- Increase the time it takes to draw your weapon after dropping cloak
- Add a cooldown before you can "re-cloak", possibly one that starts out at something like 15 seconds and reduces to 10 on the PRO version.
- Make all the hit effects show up properly on a cloaked Scout when you shoot them, rather than right now where it's hard to tell if you're hitting them. That means shield flare and that little splash effect when you hit armor.

I wouldn't mind seeing the basic cloak act as more of a get-the-f-out-of-Dodge piece of equipment; limit it to 5 seconds or so (and reduce the recharge time slightly) and have it function as a way for scouts to try and escape from a gunfight. If not that, then I support the idea of lowering the scout suit/cloak bonus (or even lowering the CPU/PG of the suits) to force players to choose what they're willing to give up to have a cloak.

1 and 2 are fine, but if you nerf the shotgun stats, they better fix that hit detection and sprinting bugs.

1. I can get behind this. Where before you couldn't fit jack on a scout suit, I can now fit anything and everything I want without any problems.
2. I couldn't care less about this one. Do it or don't. Makes no difference to me.
3. No. Just no. Nobody cried about the shotgun (which retains the EXACT SAME killing potential it had before) until the cloak came along. Stop blaming SGs for the faults of the cloak. Add the firing delay everyone wants (and that should've already been implemented) instead. |

1. This is completely unfair to players that are low SP. See here for an explanation.. Also, the idea of a Cloak was for Scouts to fit it easily; without restriction. 2. I am not sure on this one completely. I could get behind damage causing the user to completely appear and for a second after taking damage but for 1 bullet to instantly strip cloak is a bit much. 3. Nerfing Shotguns because Cloaks allow them to be more easily used is unfair to Shotguns and people that use Shotguns without being a Scout.

I don't think I'm as alarmed at the current state of scouts/cloaks as you are, but an incremental nerf may be in order. I think a good first step might be to make it so de-cloaking brings the cloaks power down to at least 30-40% power (or the current charge level if it is less). This makes it so the scout must be visible for a while after de-cloaking and makes the use of higher level cloaks more attractive as they will be more useful at 50% charge than lower level ones. So a variation of #2.

I'd love to see some changes/fixes to cloaks right now, but I think the bads are too happy that they can actually make kills with shotguns now.

The stamina nature of cloaking is fine. You can see a cloaked scout plain as day as he runs around. The muzzle flashes from most weapons is what makes cloaked enemies hard to hit as you lose them in the strobe.

Cloak de-activates, shields regenerate at normal rate after normal delay.

Number 1 is good because I'm assuming that this is to minimize bricked, cloak scouts without affecting non-cloaked players.
Number 2 is great idea...period.
Number 3....not sure if the shotgun needs a nerf. And I hate shotgunners but I don't think that the shotgun needs to be nerfed. The shotgun isn't the problem, it's the cloak and the ability to spam the cloak.

All this does is allow you to turn around and see the person who kills you, since the vast majority of problem scouts are the ones that you can see, who also happen to have like 500+ ehp and take so long to kill that you don't stand a chance unless the shotgun scout has a poor shot.

As a logi I would like to say that before cloaks were introduced I only ever worried about good scouts with a shotgun.
I would rather see incremental steps taken IF things were to get adjusted. I think cloaking has changed the battle landscape in a good way and would hate to see it beaten to a non useful item.
Remember good players will be good regardless of weapon, suit or fit.

Make it so you have to manually decloak by using the fire button before performing any of the other actions that would normally decloak you (i.e. switching weapon/equipment, melee, or throwing a grenade). If you don't press the fire button to decloak manually, you can't do any of those things. Then the cloak is balanced. |

Wait, I got it, see Heavies are supposed to stay guarding objectives and destroy vehicles, Assault is supposed to run in packs and equip scanners. See you just aren't playing your class right. No wait, I was wrong, it was the fact you came into contact with a really good cloak user, you can't judge all cloak users because you probably came up against one of the elite ones. No wait, you used the wrong tactics, you aren't supposed to run TOWARD SG users, but back away from. I understand that since everyone was forced to pick up an AR/SCR to be competitive the last few months you probably just forgot what tactics to use against SG's.
Funny how everyone cries about the Scouts now that they don't hug the bottom of the boards. I've been back to playing since 1.8 came out and for some reason don't see this trend of Scouts at the top of leaderboards each match, which for about 7 months before 1.8 was dominated by AR Assault Cals and Logi Assaults. Instead I see a mix of heavies, tank users, scouts, true logis, even Assaults.
I ask you this, why all the QQ about Scouts and Cloaks? I have seen other classes use cloaks and no one is complaining about that. They use them the same way after all. You want shields to drop to zero when cloaked? Why, does it save you the one bullet it takes to drop my shields? lol gtfo. As the crippled Scouts heard soo many times, HTFU and Adapt or Die! |

LOL dude says to counter with precision mods. Show me a heavy that can get its precision down to pick up a cloaked scout; show me an assault that can do the same while still having the gear to compete against HP/speed tanked scouts.
Enhancing assaults precision and range is just one of the things they need to level out, a base of 50 dB by 10 meters is just ridiculous...it should be viable for an assault to sacrifice precious modules to pick up at least an ADV/undampened cloaked scout. CCP, lets take it one step at a time and try out buffing assaults precision down to a base of 44 dB by 15 meters. I am down for e-warfare if CCP makes it worth while for an assault, not everyone wants to use a cloak with a shotgun. |

QQ: Okay, you can stop your fancy talk now - this has gone on long enough. I don't see how the low cost of armour plates is what contributes to the idea that cloaks are easy to fit.
The bottom line is this.
I get very upset when killed by people I can't see (on my tac-net) and I think suits should only be balanced by EHP/Damage - this 'EWAR' thing sounds like something for cowards and pussies with no gun game. The gal-logi was an example of a well balanced suit, but then they horribly nerfed it and then made scouts OP. I think the most sensible course of action for someone in my state of distress is to come here and demand changes to things I personally don't like.

It takes precision enhancement 5 and 3 complex precision enhancers for a logi to see an undampened cloaked scout. How many logi frames have or can afford 3 high slots? Only a level 5 gal Logi with the focused proto scanner can see a Dampened Gal Scout. Assaults and Heavies are SOL. No amount of skills and enhancers get them below 25db.

Scouts have the best HP recovery and speed in the game, even before cloaks this resulted in getting easy kills with the shotgun and the low framerate was an added benefit to staying alive. Now with cloaks, high SG damage (no removal of Uprising damage buff), and higher fitting space, Scouts easily qualify as FoTM now that they will always be able to get 2HK a player or get near objectives easily (unless PRO scanner). Without SG, the cloak and speed mods still gives them a huge advantage over players who have neither as they'll get the first shot (around 250+ HP damage vs good player before counter).

I'm AGAINST any sort of SG nerf. Shotguns are fine, and even suffer from Hit Detection problems that have existed for a LONG time now.
It's the fact we can kill someone before the uncloaking animation finishes (in other words, kill while still cloaked) that the problem exists.
Seriously, leave the SG alone and increase the uncloak firing delay. I have reason to believe that anyone who disagrees with that is a FOTM scout who was couldn't cut it as a scout before the cloak was introduced. |

these are just some ideas i have to make it more of a challenge to use the cloak and i would love to see some, if not all ideas used. any thoughts from the community?

Amusing idea, but as others have pointed out, way unfair to anyone who is a shield tanker, vs those gallente scum who usually have 70 shields, and a kabillion armor fitted.
How about this:
Cloak activates: uses SHIELD AS STAMINA. The more shields you have, the longer time you have in cloak. But you lose 5 shield for every second in cloak.
and when you run out of shield... no more cloak. (and note that this also gives penalty when you get hit. getting hit == losing shields == losing cloak time)
Somewhat compensatory: no more "50% min power" requirement. You can activate it whenever you like, so long as you have shield strength. |

Don't be the Takahiro of Scouts. There is some issues with cloaking that need minor adjustments, it is already clear, denying it only polarizes people's position.
My view: the primary problem is shooting while cloaked. I'd also like flux ' s to affect cloaks and bullet strikes to cause an energy glow. I'd be fine with just those small changes.

The stamina nature of cloaking is fine. You can see a cloaked scout plain as day as he runs around. The muzzle flashes from most weapons is what makes cloaked enemies hard to hit as you lose them in the strobe. Cloak activates, shields go to 0. Cloak is not the Tank. Cloak is not what Nyain San spams.
Cloak is easily spotted, easily countered, and is no where near a win-button. All things considered, CCP did a pretty good job guestimating balance in its introduction.
That said, Cloak isn't perfect and it could be tweaked. A few suggestions (some mine, some borrowed):
* Firing while decloaking (partially visible) should be a priority fix. * Taking damage while cloaked could induce shimmer (but not break cloak) * Getting fluxed while cloak could break cloak and/or drain cloak meter * Cloak meter could be reduced to lessen duration (more tactical, less always-on). * Cloak could recharge more slowly at lower tiers (encourage adv / proto use). * Cloak's Profile Reduction could be lessened or removed (encourage damps, discourage plates). * Active Scanner Precision / Recharge could be adjusted (encourage damps, discourage plates).
There are lots of other ideas in IWS's thread on the subject. Some good, some bad.

The only thing I think needs fixing is that when a cloaked person receives weapons fire, the shimmer needs to become more obvious for a slightly longer amount of time, in the neighborhood of high shimmer for .75 seconds after last weapons fire. A proto Flux grenade should totally deplete all cloaks.

#1: The point of the 75% (at level 5) reduction is so that a Scout can reliably fit a cloak with more ease than a logistics suit. Right now, ignoring the fact that logistics are still getting a 25% reduction to it that they aren't supposed to, A logi with higher base fitting alotment needs fewer PG/CPU extenders to allow the use of a cloak than compared to a scout without the fitting bonus. This "argument" favors slayer-logis that want their suit to be the best in the game regardless of anything else. Something to point out: Alldin is complaining that investing SP into your suits to unlock higher tiered items, makes that suit over powered, because you don't have to fit prototype equipment on it if you don't want it to. Seriously. Do you see people complaining because of something like "Assaults are OP. I could fit an Allotek Nanohive on my suit, but when I use a Compact Nanohive IT MAKES FITTING PROTO SO EASY."
#2: This favors spray and pray mechanics that leave people with SMGs to just shoot at the area around them in hopes finding that shield flare. This argument mostly comes about from the loss of you 360-¦ scans that you can reactivate before the scan duration had worn off. You want to be able to see someone, and see them on your radar, because that isn't something you had to worry about before. Someone said the cloaked shotgun scouts were"bads" that were relying on it and it was the only way they could have improved... where it's a whole lot more all the "bads" out there that were hyper-reliant on their omni-visionand finally getting shot at from behind and effectively flanked. At the same time, the discrepancy between Profile Dampeners (-25% at complex) and Precision Enhancers (-20% at complex) are starting to show more and more as people want to try and use them to counter dampened/cloaked suits.
#3: The Chromosome shotgun had a far better range,base speed for scouts was higher, hit detection was terrible. Unless you add in the Sharpshooter V effect from last build to the shotgun's innate stats, honestly it is under-performing. The damage from STD to PRO is not significant enough to change the number of shots to kill someone. The change from 3% faster RoF per level to +3% damage to shields per level for shotgun proficiency was a pretty significant nerf. The increased damage to shields is not enough to change the number of shots to take out a suit, but it did slow things down for anyone that had invested heavily into Shotgun Proficiency.
IMO, the decloak animation just needs to be removed. When you turn it off or switch weapons,the cloak just needs to instantly drop rather than the animation it currently goes through. This would effectively appear as the same as a weapon use delay, but with less change to gameplay.

Err, what? What exactly are you complaining about? One of the main issues was about highly tanked, cloaked suits. When they use the cloak in this way, they LOSE TANK. So your complaint doesnt make sense.
Contrariwise, if they keep their 'tank', then they're not using cloak, so again, nothing for you to complain about relating to cloaks.

not true. I was going head to head with a cloaked scout. While I was taking my time lining up a good shot against the "cant shoot back" cloaked scout, he shot and killed me with SG while staying invisible the whole time.
They need to fix that.
(and this was after the perma-cloak-after-hack bug was patched)

I seriously don't understand the complaining about the decloak delay and shotguns. You would have died anyway, no amount of "delay" will make it any less effective at point blank range. If a shotgun is one shotting you, even without a cloak you are too late. A delay won't change that situation.....AT ALL.
I understand the situation where people start shooting a cloaked scout and the cloaked scout starts shooting back, but seriously why do they need a delay to shoot? You already have a second advantage in shooting them. A large delay will only cause people to not use the cloak.
People are just wanting an "I win button" if they find a cloaked scout. Its not hard to find/see/shoot cloaked dudes. Chances are if you are shooting a cloaked scout then they could have already killed you.
If you remove the bonus to damp then you ruin all the balance within scouts. A scout needs that bonus to remain hidden from cal scout scans. Right now scouts counter scouts with a little bit of scanning counters as well. You can't counter scouts anymore with a brick tank, damage mods and ballerina scans. You have to use your ears and eyes for a change.

1. I can get behind this. Where before you couldn't fit jack on a scout suit, I can now fit anything and everything I want without any problems. 2. I couldn't care less about this one. Do it or don't. Makes no difference to me. 3. No. Just no. Nobody cried about the shotgun (which retains the EXACT SAME killing potential it had before) until the cloak came along. Stop blaming SGs for the faults of the cloak. Add the firing delay everyone wants (and that should've already been implemented) instead.
Obviously nobody here runs a Minmatar Scout.

I find that post disingeuous at best, and hypocritical at worst. You seem to be implying, "oh, it's terrible to give caldari scout a benefit over other scouts", but you have no problem, I presume, with gallente scout having a stealth bonus over other scouts? Yeahhh.. no.
Get rid of profile damping in cloaks . So then both gallente, AND caldari, will have their niches.

Lower Shotgun damage to Chromosome build stats (33-35-37?), it's TOO EASY to kill other dropsuits thanks to cloaks (heavies are free kills, not even a slight struggle).
1. I can get behind this. Where before you couldn't fit jack on a scout suit, I can now fit anything and everything I want without any problems. 2. I couldn't care less about this one. Do it or don't. Makes no difference to me. 3. No. Just no. Nobody cried about the shotgun (which retains the EXACT SAME killing potential it had before) until the cloak came along. Stop blaming SGs for the faults of the cloak. Add the firing delay everyone wants (and that should've already been implemented) instead. Obviously nobody here runs a Minmatar Scout. NO NO NO NO NO to number 1. I can barely fit my suit the way it is, and I have my passives MAXED. Other scouts can fit whatever the hell they want, but I'm starved for PG already. Then increase Minnie Scout PG while decreasing the scout cloak fitting bonus (although, as was pointed out earlier, this would hurt new players the most. With that said, I'm not sure anymore).
I won't lie, I forgot about the Min Scout PG deficiency. Sorry.

The stamina nature of cloaking is fine. You can see a cloaked scout plain as day as he runs around. The muzzle flashes from most weapons is what makes cloaked enemies hard to hit as you lose them in the strobe. Cloak activates, shields go to 0. I've been back to playing since 1.8 came out and for some reason don't see this trend of Scouts at the top of leaderboards each match, which for about 7 months before 1.8 was dominated by AR Assault Cals and Logi Assaults. Instead I see a mix of heavies, tank users, scouts, true logis, even Assaults.
I ask you this, why all the QQ about Scouts and Cloaks? I have seen other classes use cloaks and no one is complaining about that. They use them the same way after all. You want shields to drop to zero when cloaked? Why, does it save you the one bullet it takes to drop my shields? lol gtfo. As the crippled Scouts heard soo many times, HTFU and Adapt or Die!

In all honesty you are a top 3-5 player in the game. You opinion should carry weight, but there is 0 problem with SG Scouts, the problem is with the cloak.
If you want to have players uncloaked by damage or flux nade, or maybe even future equipment, i understand that perspective. But i feel removing cloaks would nearly balance the classes (outside of assaults). I said nearly because there are a few tweaks to a few suits, but as far as classes go, the removal of the cloak would place Logi, scouts, heavies (both) in the same range of strength. If assaults were "fixed" we could really see parity between the classes.
It won't happen, too many elite players jumped off the slayer Logi bandwagon and onto the scout slayer + cloak. They can deny deny deny all they want but if cloaks were removed their would be a balance and skill would rise above SP. Which again, is a problem to the elite community who greatly value their advantages. |

Cloak could do with some... Tweaking, like fixing the 1-2 second dmage delay glitch on cloakers, and maybe add some sort of de-cloaking effect upon damaging a cloaking. Obviously a bullet shouldn't decloak a cloaker, but a flux grenade or a good amount of damage dealt to a cloaker should bring 'em out and initiate a cooldown. Otherwise just spec into dropsuit scan range and dropsuit scan precision to detect cloakers a little easier. Mods for scan enhancers is a waste to me. |

By skill, i know you mean the free skill CCP provides you by signing up before most, or using boosters on a free game, or using that cloak you constantly defend without justification. And by earned, you mean collected passive SP right? I think if you signed up at the start of open beta you should be close to 15m mark, so earned, hardly.
The SP that provides you with the advantage you need to be competitive, ya that one, the advantage given by CCP which is why you don"t play CoD or BF.
From my estimates the SP caps around 26m SP if you are infantry. After 26m SP it seems SP isn't worth much, you should have all core skills, have 2 weapons fully skilled, and could have 2 Proto suits.
It doesn't seem like there's much after 26m SP unless you begin to skilling into ADS or Tanks.

Let's put everything into a little perspective having 30-35m SP is going to give you a greater advantage in combination with their skill, running in elite squads are going to further that advantage.
Both are great players but both are great examples of scouts not needing cloaks, scouts got a significant boost in 1.8 (not including cloaks) and both would be dominating the same way because of their skill. Cloaks are just letting the mediocre players match their scores with no where near their skill level. |

The stamina nature of cloaking is fine. You can see a cloaked scout plain as day as he runs around. I'm with you as far as SP goes (I'm at 37.9M), but the impetus and frequency of this cloak/scout QQ is absurd. I kill lots and lots of Scouts every match. Cloak is easy-as-sh*t to spot. Especially up close. I still get killed alot each match; I die pretty much every time I screw up. Scouts aren't god-mode -- see 1.7 tanks -- nor are our KDRs skyrocketing. Willing to bet that Sentinel stats are looking way better than ours, and good for them.
We have voiced time and again that cloak could use some tweaking. We see that Assaults are presently outclassed, but they're next in line for 1.9.
To keep things in perspective, OP sported the official loadout of Nyain San for a year straight. For that year, he defended his crutch tooth and nail. Now Alldurn's here to talk to us about balance.

Cloaks are actually quite balanced. What they need to do is remove the dampening bonus cloaks give when active, and have the uptime and cooldown timers reversed.

They are out there for sure, but the line is profile dampening 4 for all scouts (much less for gal scouts) to be completely un scannable passively by medium frame suits no matter what skill level or however many complex enhancers worn. I agree with the removal of the dampening bonus while the cloak is active. I didn't gripe about scanners last build because I knew how powerful dampeners were and used them over plates every time,
The other thing I agree with is some form of delay. I would suggest having to press r1 to deactivate before any form of swap (weapon, grenade, equipment.) this would prevent scouts from de cloaking while sprinting and add a little time before thy can fire.
Right now only 4 things can ping a fully dampened (no modules) cloaked scout.
1. A fully skilled Cal scout with 1 complex enhancer. (Need 3 to pick up a Gal Scout) 2. A fully skilled Scout with 3 enhancers (cannot ping a Gal fully skilled Gal Scout) 3. Anyone with the focused scanner (cannot ping a fully skilled Gal Scout, all scouts can avoid with 1 complex dampener) 4. A fully skilled Gal Logi with a proto scanner (gal Logi needs his bonus with the focused to pick up a a Gal Scout with 1 dampener. Gal Scout can evade everything with 2 complex Dampeners)
The scanners are laughable now. With the scan angles the way they are now, you have to see the scout and Aim at him before you can scan him. If you just randomly hit a scout with a focused you got lucky. 7.5 seconds with a 40 second cooldown. The combination of cloaking and the scanner nerf together with the fundimental buff to scouts is the problem. This is no different than what CCP did to vehicles last build. They swung too many things in opposite directions at once.
And lay off the "use your eyes" crap. I dampened last build and know far to well how easy it is to flank someone who you can clearly see on Radar that can't see you. Only, when I did it, I had to seriously gimp my tank. Scouts do not. I have Gal Scout proto and can now build a faster, damper, higher eHP, with higher tier weapons missing only one equipment slot from the flanking Logi fits I used last build for less ISK. Oh and I can be invisible to the naked eye, which with the resolution of this game as bad as it is, works pretty well. I wasn't even going to try the cloak until CCP gave us 25 for free. FYI, I'm a Proto Assault and Logi. I have not allocated a single skill point into light frames or cloaks. I understand that you might not understand the concept of not being skilled into Scout or Heavy, but try to keep up.
I have no problem being shotgunned and rest assured that I have enough ISK from PC farmville to indefinitely use prototype gear if I feel like it. However as it stands I believe the cloak needs adjusting. I am not alone in this and plenty of reasonable and constructive suggestions have been mentioned in this thread.
But don't worry bro, I'm sure if you just cloak up and wait someone will eventually walk past, if you're lucky you might just be able to shotgun them in the back and then afterwards maybe crawl back to whatever hole you walked out of and get back to masturbating in shame.
Also your post is sort of self-defeating. I mentioned I'd like cloaks to be fixed and you call me a fotm cloaker? GG WP.
