It takes precision enhancement 5 and 3 complex precision enhancers for a logi to see an undampened cloaked scout. How many logi frames have or can afford 3 high slots? Only a level 5 gal Logi with the focused proto scanner can see a Dampened Gal Scout. Assaults and Heavies are SOL. No amount of skills and enhancers get them below 25db.

They are out there for sure, but the line is profile dampening 4 for all scouts (much less for gal scouts) to be completely un scannable passively by medium frame suits no matter what skill level or however many complex enhancers worn. I agree with the removal of the dampening bonus while the cloak is active. I didn't gripe about scanners last build because I knew how powerful dampeners were and used them over plates every time,
The other thing I agree with is some form of delay. I would suggest having to press r1 to deactivate before any form of swap (weapon, grenade, equipment.) this would prevent scouts from de cloaking while sprinting and add a little time before thy can fire.
Right now only 4 things can ping a fully dampened (no modules) cloaked scout.
1. A fully skilled Cal scout with 1 complex enhancer. (Need 3 to pick up a Gal Scout) 2. A fully skilled Scout with 3 enhancers (cannot ping a Gal fully skilled Gal Scout) 3. Anyone with the focused scanner (cannot ping a fully skilled Gal Scout, all scouts can avoid with 1 complex dampener) 4. A fully skilled Gal Logi with a proto scanner (gal Logi needs his bonus with the focused to pick up a a Gal Scout with 1 dampener. Gal Scout can evade everything with 2 complex Dampeners)
The scanners are laughable now. With the scan angles the way they are now, you have to see the scout and Aim at him before you can scan him. If you just randomly hit a scout with a focused you got lucky. 7.5 seconds with a 40 second cooldown. The combination of cloaking and the scanner nerf together with the fundimental buff to scouts is the problem. This is no different than what CCP did to vehicles last build. They swung too many things in opposite directions at once.
And lay off the "use your eyes" crap. I dampened last build and know far to well how easy it is to flank someone who you can clearly see on Radar that can't see you. Only, when I did it, I had to seriously gimp my tank. Scouts do not. I have Gal Scout proto and can now build a faster, damper, higher eHP, with higher tier weapons missing only one equipment slot from the flanking Logi fits I used last build for less ISK. Oh and I can be invisible to the naked eye, which with the resolution of this game as bad as it is, works pretty well. I wasn't even going to try the cloak until CCP gave us 25 for free. Do you guys realize that with the bonus that thing uses less resources than a K17 Nanohive?

Scouts are supposed to be difficult to scan. The whole point of scouts is flanking/stealth/other sneaky things. Scouts are best at picking off people one at a time so if you stay in a group scouts cant get you. Also scouts have lower HP than any other suit so if you see them you can take them down easy.
You obviously did read or understand this part well. I gladly gave up 90 to 220 HP for radar invisibility, your 50 to 70 hit points lower base more than covers this.
