@ Onesimus This is terrible idea. It would put Min and Cal Scout at significant disadvantage, while simultaneously encouraging brick tanking over biotics and eWar among Gal and Amarr.

Lets begin with the fact that 90% of PC A-TEAMS are composed of Scouts with cloaks.

for kicks I ran a minmatar scout basic shotgun basic cloak in an Ambush match
run the cloak and the remaning 15 blue berries are ?

and the 16 red berries ??

not true. I was going head to head with a cloaked scout. While I was taking my time lining up a good shot against the "cant shoot back" cloaked scout, he shot and killed me with SG while staying invisible the whole time. They need to fix that. (and this was after the perma-cloak-after-hack bug was patched) The scout stays partly cloaked while the uncloak animation happens this is roughly 1 second or half a second after the weapon switch. If you encounter a scout that can run cloaked while holding a weapon it's a (new) bug. I have heard rumor about that as well. So yes CCP need to removes all bugs related to the cloak.
there are three cloak bugs that let you shoot while staying cloaked all the time
