Any independent training corporation (as in not just a feeder for another Corp) that is dedicated to helping members of the DUST community improve their skills, may join the Learning Coalition, provided that there are no interpersonal or political conflicts that would be disruptive to the Coalition.
If you are the CEO of an established training Corp, and wish to become part of the Learning Coalition, then make a post explaining what your Corp is all about and ask for admission into the Learning Coalition. If it appears to be a viable training Corp, and there are no other issues, I (as Chairman of the Learning Coalition Council) will name your Corp as a member of the Learning Coalition and update our promotional material to include your Corp. (That sometimes takes some time.)
Of course, if a member of the Coalition Council objects to your Corp joining the Learning Coalition, then the Council will have to discuss the matter in more detail to determine what course of action to take. The Council includes the CEO of each Learning Coalition Corp, the 4 founding members, and the leader of any Learning Coalition Training Group. Some of the newer CEOGÇÖs have never participated in a Council discussion, as we have not had to have one since the Learning Coalition was founded, but they would be contacted if the situation arose.
We ask that member Corporations encourage all their members to join Learning Coalition chat.
Individuals can join the Learning Coalition as independent Instructors/Students by simply joining the chat channel.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

This means a student can receive experience running PCs like the top corps do, acting as a FC (battle commander), or SL (squad leader). To qualify for Corporate membership in the Learning Coalition a Corporation must be providing training which benefits the DUST Community.
The Basic Training Corp model is the most common, where new players join the Corp and receive training until they become competent enough to GÇ£GraduateGÇ¥ by joining a more competitive Corp. This helps the DUST Community because there is no restriction on which Corp they should graduate to, so any Corp may benefit from the Training CorpGÇÖs services by receiving a skilled and competent member.
Major PC Corps normally would not qualify because they train players specifically to fight for them. Likewise feeder Corps donGÇÖt qualify because they are training for the benefit of a specific Corp.
However there are other training models. An established PC Corp could qualify for Learning Coalition membership if they followed the Agony Unleashed model. Agony Unleashed is a competitive NPC Null Sec PVP Corp in EVE Online which also has a training department. They train people from other Corps in PVP (for a fee). They have been doing this for a very long time and are widely respected for the quality of their training.
So, if a PC Corp were to have an organized program for training members of other Corporations in tactics, roles, doctrine and other aspects of the game, it could qualify for Corporate membership in the Learning Coalition. I would say a big PC Corp would probably have to work a little harder to prove that they were providing a training service to the community, as they would receive more scrutiny from the public than a small Corp would.
Of course this does not preclude Basic Training Corps from dabbling in PC. Immortal Guides and BojoGÇÖs School of the Trades (before it disbanded as a Corp) each held a district in December, which we used for training matches and Dropship Flight School.
Immortal Guides also sponsors the Student Planetary Conquest Project. This is a student run project. A student must put together a team (there are rules around how many must be Immortal Guides members), and they must identify their FC, and squad leaders. Immortal Guides will provide them with experienced PC players to mentor them while they train to be an effective PC team. Once they are ready, the team leader will be given the Terrestrial Management Officer role, and their squad leaders will be given the Terrestrial Combat Officer role. I will then transfer sufficient funds in the Corp wallet for them to purchase a clone pack. They are free to select any district to attack. They are responsible for diplomacy and other meta game components of the attack. It is up to them whether they wish to negotiate a training match, or whether they attempt to flip a district. (They are expected to be honourable in any negotiations they make.) If they manage to capture a district, that student team maintains responsibility for that district. When the team leader graduates they have the option of transferring the district to their new Corp.
The Student Planetary Conquest Project is designed not just to train students in Planetary Conquest, but to train the students running the project to be future directors and CEOGÇÖs. It is a difficult task, but even complete failure can be a valuable learning opportunity.
As far as Ringers, we do not have any rule against members of Learning Coalition Corps ringing for other Corps. Members of Immortal Guides are free to do so. I place no restriction on who they can or cannot ring for. We are supposed to be mercenaries after all.
