It may just be one of the stats of suit/vehicle, the Sagaris shows 1.5 no matter how many damage mods are on it. We may just not have suits with different damage bonuses yet. They do seem to work, even if the stat shows nothing.

It is rarely worth training a skill to lv5. You can get two to lv4 for the same skill points. If it unlocks another skill and/or better gear lv5 may be worth it. You can look at the skill books in the market to check if they require another skill....
