The way I decided to build the suit was to maximize its strengths and minimize its most glaring weakness (speed - particularly turning around to face someone who surprises you from behind) so here are my proto and advanced builds. Proto Minmatar Commando: Complex Damage mods x 2 RS 90 Combat riffle Wirkomi Swarm launcher Complex Kin Cat Enhanced Armor Repairer Nanohive Advanced Minmando: Complex damage mod Enhanced damage mod RS 90 Combat riffle Wirkomi Swarm launcher basic Kin Cat (militia bpo) compact nanohive I have both the combat riffle and swarms completely maxed (all skills except fitting optimization) my damage output and reload speeds are fantastic with these suits.. IMO the kinCat makes a huge difference to the suit and I will always try to keep one on them.

For certain situations, not an every spawn fit. Because they don't affect walking speed, so it's not really suitable for combat. It's mostly just for chasing things, which is probably an AV player's job (Minmando). Plus, since kincats are based on a percentage of your sprint speed, putting them on a slow suit (like the Amarr) wouldn't really give it a large enough boost to only use one of them and call it justified. When if comes to Commandos that aren't a Minmatar, kincats just aren't worth it, in my opinion. I could say it might for the Caldari, but I'd rather put on a Regulator. As for the 2 armor suits, you'd be sacrificing your main tank for a really, really situational mod (why would a commando need to be constantly running?). My two cents.
