To me, these indicators and my in game experiences, just show that rifles are very balanced. There are many more weapons more worthy of CCP's attention before they spend time tweaking rifles yet again.

No. Most suits in battle are still assaults with rifles. In fact there was a long thread here yesterday saying mass drivers are bad now. I don't necessarily agree, but they aren't overpowered.
