+1. I don't know why this effect was removed in the first place (likely from whiny dropship pilots complaining that they couldn't harass lone targets easy enough), but it was the only reason to carry a flaylock.

You're right, there's not enough of a difference between the Scout's speed and the Assault's. Raise the Scout's or lower the Assault's and it'll be fine.
