The active scanner, shield boosters, armor hardener, and shield hardeners seem to activate almost instantly, but armor repairers and active heatsinks seem to have a full second or more delay before pulsing/working.

If you're gonna get a commando for the LR, I'd wait until the other weapons are added in 1.6 or whatever build it comes in before specializing in another AR like weapon.
