Scramblers are also great for stealing kills. often times by the time my charge shot is ready to go the target has been wounded enough to just get blown away by the high alpha. I have no regrets or remorse for any kill I've stolen that way.

I'm against temporary solutions. they're a waste of CCP's time. An AMarrian heavy weapon (mid-long range) would probably make a heavy logi team able to raep faces with impunity from any roof top with the suits stats as they are.

With Amarr Assault and SCR operations at 5 I can fire the advanced scrambler's charge shot without ever overheating. I'll test it with the other variants, but I generally never overheat anymore.
