Yes please. The game would be substantially different if small rails actually worked as AV. Situations where you'd normally go "welp, guess I'll respawn with AV" will instead be "better find a safe place to call down my rail lav".

Leaderboards should only count stats from the last X days/weeks/months. Even the ones that count "most kills/wins/WP Ever" will be useless in 2 years when the oldest corps have an unassailable lead over everyone else.
