I was going to suggest something similar to Fizzer, slash the damage, beef up the Rof a bit, drop the magazine size a little (not as drastic as that) Haerr's suggestion has merit too.

On the sprint bug: The easiest way I've found to replicate it is to switch to a piece of equipment with the wheel, then tap r2 to switch to your weapon and sprint directly afterwords.
