I agree with going back to ground view, or at least have the option to choose between ground and overview, but not looking around when you're downed. When you're downed, you're supposed to be nearly completely incapacitated if you're not just dead.

You're not supposed to be able to move with the breach FG. If you're getting this with the regular and assault, then I don't know what to tell you as though I experience slowing while charging/charged, I don't get anywhere near immobilized.
