One way of doing this is to offer an item that takes one level off any skill at a set AUR price. So if you just picked up a 143K skill and you're not wealthy, you might just live with the consequences, but as the SP cost goes up the relative value...

You can already use the "classic" control scheme that maps R2 to fire. It also remaps other things, though (I think triangle is grenade, L2 is jump, X is melee, stuff like that).
