Also, the scout has a direct bonus at fitting cloaks. Otherwise, it couldn't fit it. and the brick tanking scout is useless. You might as well use a Assault if you want to do that. Or even better, use a sentinel.

That would be a vamp, but that's for cap. also, shields don't work like that to make sense, unless it's draining from the shields's cap (since apparently everything has a micro cap) and adding to your own...... but that would just start the rep cy...
