You're probably going to have to do a minimum amount of damage over a set period of time to get WP from damaging vehicles, so shooting a tank with your plasma rifle will get you nothing. And it will almost certainly be capped similarly to the log...

It was the TTK of specific weapons that needed adjusting and is what most were asking for. This was done but some weapons got nerfed that didn't need it - i.e. Scrambler Pistol, SMG.
