I think this isn't an individual bug but seems more like the 7 listed planets haven't been set up correctly to become claimable. The horrendous side effect of this is that SVER True Blood has the entire only planet in Besateoden, so the whole area!

I'm a corp director on the starmap right now trying to claim districts but there are no options to do anything on the districts. There are 3 planets in Besateoden that can not be claimed.
