I like the idea (though not necessarily those example bonuses you've put). It will quickly become very difficult though to ensure that the bonuses aren't overlapping other suit bonuses and usurping roles and whatnot.

Fluxes don't disable active modules on vehicles, disrupt armor reppers or stop nanite injectors, have no impact on scanners, precision mods, dampening or tacnet. I think what you're looking for is an e-war grenade, not an anti-shield grenade (flux).
