I would like the basic frame skills to have a bonus that not only effects the basic frame, but all specializations within that frame size as well; for example, a Caldari commando would have both the Caldari heavy bonus in addition to the Caldari commando bonus. The bonuses should generally be racially consistent.
Why? once you get the basic frame skill to 3 for unlocking specializations, level 4 and 5 are pointless; sure 5 unlocks a proto suit, but the specilization proto suits are just plain superior in every way because of the bonuses (basic medium < assault, basic light < scout, basic heavy < sentinel). Having a bonus on the basic frame skill that also affects the specializations would definitely make the skill worth it. Also, I hope one day there will only be militia and standard tier for dropsuits (though with slots and stat of advanced and prototype dropsuits), if standard is unlocked at level 1, and specializations are unlocked at level 3, level 4 and 5 would serve no purpose (since there would be no prototype) if there is no bonus. This idea would make tiercide work better.
[Examples]:
Light: Amarr: 5% biotic module efficacy per level (could also just make the basic light bonus the current Amarr scout stamina bonus, and give the Amarr scout a good bonus) Caldari: 5% reduction of precision and range modules PG/CPU per level Gallente: 5% reduction of profile dampener PG/CPU per level Minmatar: +10 melee damage per level *Effects basic lights, scouts, and future light specializations*
Medium Amarr: 5% reduction of armor plate PG/CPU reduction per level Caldari: 10% decrease in shield recharge rate per level Gallente: +1 armor repair rate per level Minmatar: 5% damage modifier module efficacy per level *Effects basic mediums, assaults, logistics, and future medium specializations*
Heavy Amarr: 3% armor plate efficacy per level Caldari: 3% shield extender efficacy per level Gallente: 10% armor plate speed penalty reduction per level Minmatar: 5% increase in shield recharge rate per level *Effects basic heavies, sentinels, commandos, and future medium specializations*

I like the idea (though not necessarily those example bonuses you've put). It will quickly become very difficult though to ensure that the bonuses aren't overlapping other suit bonuses and usurping roles and whatnot.

I never played EVE, but I'm very fond of the idea of attaching the bonuses to suits themselves. Would allow for different variations of the same specialization that have different skills without the need of new skills (like a Khanid variant of the Amarr assault with a bonus to headshots instead of heat buildup reduction). I would definitely be fine with a role bonus applying to maximum at just level 1 as well.

Skill: Caldari Logistics Suit: Field Technician 5% equip fitting and 5% nanite supply/rate/health per level 5% rate of remote shield booster and 1% transfer range per level.
so on and so forth.
My example used from another thread that borrows heavily on EVE s model

in the other thread where this thread was linked i already spoke abit about how it works with eve with specialized suits having 4 bonuses and basic suits having 2. bonuses are locked to the suit and they increase based on the skills that unlock the suit. https://forums.dust514.com/default.aspx?g=posts&m=2345111#post2345111

The description for basics says they specialize in nothing. Any bonus would make the description a lie.
reduction of suit cost is the only thing you can do.
The message will be: -you can use basics while cheaper,they lose to specialists -you can use specialists,but it'll cost more
That way specialists are paying for the suit and the bonus,but basics are only paying for the suit.
Was banned for fighting for logistics survival on 7/25/2014 02:11. Logistics will never be respected.

Light Suits: Start by focusing on Repping abilities as this what Light Suits should be reliant upon.
Gallante: +5% Armour Repper Efficency +3% Reduction of Armour Plate Penalty per Level Minmatar: +5% Shield Regulator Efficency +3% Armour Repper Efficency per Level Caldari: +5% Shield Recharger/Energizer Efficency +3% Shield Regulator Efficency per Level Amarr: +5% Armour Plate Efficency 3% Reduction of Armour Plate Penalty per Level

In my opinion, HP Bonuses for Scouts aren't a particularly good idea. Would recommend sticking to EWAR and Biotics to prevent resurgence of "Assault Lite" ...
