I think if rails couldn't look higher than 20 degrees, then drop ships have the ability to stay out of their reach. At least tanks and LAVs can find cover. Dropships are just screwed.

Again, reducing proto's low slots by 1 (because proto CalLogis where the problem) and buff CPU on all models. Caldari have the highest CPU out of everyone, save on their logistics suit, where they are the lowest. And their method of tanking is CPU...

I think the problem is not tanks, but the number of them that can be deployed at once. AV dealing with two tanks is manageable. 5-6, not so much. The price increase makes spamming then much less profitable, and those who do spam them will quickly...
