I am however drafting a trade agreement with the Paric that outlines an exclusive trade between nations of the newly discovered mineral resource. Amongst other facets of trade it basically outlines a minimum supply of three thousand tonnes ayear for the period of one to two years with tacit exclusivity for a period of a further one to two years during which point the Paric do reserve the right as to purchase the mineral before it hits the open markets for another year.

For reference do the Kami represent their own autonomous nation within the framework of Pataris of are they considered subjects of the greater country. In the event of a declaration of war against the Kami people the Mur would simply do all they could to ensure the continued trade between the Paric and their own people.

That's not going to prevent my war of extermination. The moment the last Kami falls and the spawning grounds at Dreadwinds are reduced to charred corpses and shattered eggs the Mur simply capitulate and accept foreign sanctions while exploiting the wealth of non-continental nations, with the exception of the Artugans whom have nothing of value yet, returning to their ancient practices of piracy.

Superior Tal- Genes don't for most would not want to make themselves any less tal than full tal (with few exceptions)

You see, destroying the largest hatchery would not kill the entire species, only damage them horribly, and the very fact that they were almost exterminated would likely cause outrage.
There are more than on Hatchery, and they are scattered all across Patris and now-Cauti territory (Formerly Patris).

The Kami are simply a subgroup within the Patris population. They also happen to be those who most excited about tightening ties with the Mur.
Seriously, you would have an easier time not trying to separate them. If you had tried with the A'Kami? You would have likely been allied with then assimilated into Parian culture. The Kami are the results of generations of A'Kami and Parian breeding.
I find it hard to see the point that you would rather distance the people who, if conflict arises with, could prove to be the biggest threat to you instead of try to make them, the group who welcomes you the most, look to you as partners.
Your politics is your politics though, and a request like such will likely outrage both Jakyl, and if it reaches their ears, the Kami, which includes Yoi WHO IS IN THE ISLES.

Then you prove youself too dangerous to trust with a the latest magi-scientific breakthrough unless I get something pretty worth while out of the deal.
1-2 years elusive supply of magical storage devices that can be weaponized followed by 2-3 years first purchase rights over more established trade partners doesn't come cheap. By all rights Osmar or Tal-Man would have first dibs.
So it comes down to a simple. What do I get out of this?
An immediate exchange of Steel Silk, a royal hostage for two years, the freedom to renegotiate tariffs for shipping goods in and our of Pataris?

A deal with the Tal-Man is much more profitable, to both sides, than the Mur would ever be able to get out of any other faction. A discussion with Grey would almost defiantly prove my point. Along with the ever strengthening relations of our two factions relations, with the Ant slaves we can offer.
Also Trovoski will try to get the slaves he can, but PTM refuse to lose the almost monopoly on them, so how about 2 pairs of , unrelated, for reproduction and 1 pair with knowledge of the life on there home island.
Give you about 10-15 individual children by the end of the generation, not enough to out produce the entire population currently enslaved. Would this be seen as much of an insult True?
