Angelis, as noted have mated with Tal-Man, and Paric.
Osmar is likely able to mate with Paric, and Tal-Man Blood Raiders are basically humans so yeah.
Anyway, Vash, they most likely can.

Characteristics
The Tal-Man are the largest of all races, easily able to stand above the tallest of the other races they have an easy time intimidating them. Most Tal-Man are usually cool and collected people, instead of battle they would much rather settle a disagreement in words then blows.
They focus life more on the acquisition of wealth and power than a show of strength, an attribute they most already share. Still if engaged in battle they become some of the fiercest warriors in the field and enjoy the fight, even if they clam they do not love the clash of battle.
In life the main goal they see is to surpass their father. If he was a business man they stretch his business further. A farmer's son will collect more land, hire more workers and continue. This leads to every generation trying to out do the last and leads to some of the greatest leaps in economic advances.
Warefare
They use some of the largest weapons on the battlefield when engaged in combat. The first and most essential pieace is the recently developed gloves called Dragon Hide Gloves. The gloves made of metal and several other secret materials, give the average Tal-Man solider the ability to stop swords with his hand and in some cases shatter the blade.
The next is the standard mussel load rifle for the Tal-Man troops. Able to be fire at a little more than minute per round and several hundred yards out while still accurate. They are able to fix bayonets but most Tal-Men at that range would switch to the more easy to use melee combat.
The important part to the defense of the city and siege of the other the Tal-Man kanatsu a wooden wall with iron reinforcements small holes in the defensive structure to allow the Solider to fire while minimally exposing himself to return fire. They are able to attach together to make a wall or even a box to protect them from all angles.

The standard protection of the Tal-Man infantry had moved on from the point of Plate Armor. The focus now shifting to multiple layers of leather pressed closely together to protect the wearer as best as possible without restriction movement. Most Tal-Man formations rely on terrain cover to protect the infantry from weapons rather than relying on the armor itself which offers minimum protection.
The Tal-Man Peace Core. The name of the Standard Army of the Tal-Man. They are armed with rifle weapons, Dragon Hide Gloves and leather armor. They are mostly made up of voluneers mostly set up to the defense of the Tal-Man Nation, they have little offensive capabilities, relying on strength of defenses,numbers, and sheer will to defeat the enemy. An offensive unit is currently in the works, they will be professional soldiers.
The Cossacks, The Calvary of the Tal-Man armed with better more accurate rifles with quicker firing they use lighting attack speeds on formations of enemy, trained from a young age by their father and and the unit their father is in they are some of the best riders on the plains, able to fire at a full gallop and still be accurate. It is in the genes.

The Men view themselves at least a portion as higher than the other races, and as such would not intermarry with the other nations. But they are willing to work with them to gain for themselves. As the saying goes if it's good for business it is good for me.
Most of the population views equal or somewhat superior to the other races and willing to work, trade, play, and in some cases yes marry other races.
Like to refer to what they use and work with as the standard, such as the Standard Rifle. Anything smaller is baby sized, Anything bigger is just ridiculous... Unless it makes a bigger explosion.
Culture
Modeled after the Russians 1800s now they share many characteristics. Ideas, names, clothing styles, and such. They speak what they refer to as common language or Standard as it is important to be able to trade with the traveling merchants of Tal-Man and their valuable goods.
They are of course a proud and strong people, but the gold is mightier than the sword.

True, I guess that the Artugians could create spears dipped in Artyee venom or even send in the Artyee to suduce the Tal-Man soldiers in order to scratch them slightly to put the venom into their system...

This is the third war between these two, and the results are.
1st = Blood Raider victory. 2nd = Stalemate 3rd = Continuing, Tal-Man has gained a lot of ground.
Mentioning wars, we need more. Paric = 1 war, three if you count 'The Great Wars' (Pure lore, has not been even hinted at in the IC) Osmar = 1 war, aided the Paric. Bloods = 1 war Tal-Man = 3 wars Blood Raiders = 5 wars.
I'm guessing the bulky Osmar may go to war with the agile Paric soon if certain things happen.
Also, True, I am surprised the axe didn't go striaght through the Paric. They are quick, prefer high 'damage' weapons, and have weaker bodies. Basically the Shotgun scout of this game.

It would just make it harder for them to inject the venom in their claws but would not fix the problem. Pretty much there is a venom sac that produces it. Also keep in mind the venom that females have is different from female to female. So making an anti venom can be a bit rough be very doable if you milk all the women.
Artugians can also be a cunning bunch so you might need to watch out for the males too. They are also ruthless and only have one rule in a fight: No claws. But then again the no claws law only applies to Artugians...
I'm not trying to talk you out of trying to enslave them, just keep in mind they already have a harsh life.
I just realized if you go through with this, the Artugians would be exposed to more advanced technology and would be "raised up" so to speak. So in a way the Artugians would be like the Minmatar and the Tal-Man would be like the Amarr!

One point in which I love is the cannibalism. I will quickly give a guess on the opinions of the other races.
