There are a couple of reasons for this, without listing them all up the most important one is a single logi can have 19 nanohives and 19 drop uplinks active at any given time (23 if you count the AUR ones). Putting a hard cap would alleviate this...

Your concept idea is decent but your suggested numbers are too radical. I'd however much rather see the WP distribution fixed without any bias as to what suit you are wearing. I feel it is in a pretty decent state with some notable exceptions .

The CPU reduction was very unexpected and totally unnecessary, the other changes fixed the suit. The bonus is a bit confusing but it's at least better than the previous bonus.
