The problem I see with HAVs and armor burning is that unlike LAVs and dropsuits, they blow up when their armor reaches 0. As long as my LAV has shields left, it won't blow up at 0 armor.

For heavies, at least make it an awkward climb/fall over the railing. This would solve a lot of things, but I don't see why scouts shouldn't be able to do it.
