CCP did mention that they are adding a quickdraw skill into the game, But that doesn't address the buggy nature of weapon/equipment switching.

Originally CCP intended for vehicles to be bought on the battlefield with WP (You buy for the vehicles, but to get them there you need the WP). Really, thye just need to make all vehicles require a cost so people lose something when they die.
