Yeah, penalties need to hit pure HP stacking before buffs to alternative utility mods are made. Shield and armor utility mods would be ridiculous if buffed right now. Instead of "competing" with HP mods we'd just see better HP fits out there. Imo ...

Sprinting with charge should never happen, ever. It's way too easy to 1 shot a suit now, it would just become another shotgun. The backpedal penalty would be really nice. It would almost offset the pain of the cloak becoming unusable :(
