Stacking penalties haven't been changed since closed beta as far as we are aware. So if it uses the stacking formula it should be fine.

Well, one of the devs gave the answer to this question on IRC some time ago, he said both skills stack. This could of course have been changed since but I doubt it. So I would wager it still stands and both skills count.

Read the info on the equipment, it says how many you can have deployed of that type. For the lower tier ones it's 1.

BPO is a term from EVE, in DUST there are only blueprints, these don't run out at all when used unlike normal items you have to buy after every death. The starter fits have their own BPOs but you can't copy them. Still count as 'BPOs' I'd guess.
