The only thing that matters is what the weapon is designated as, SMG is a sidearm, nothing more nothing less. It doesn't matter in which slot you put it, light, heavy or sidearm it is still a sidearm and all relevant modules and skills work on it....

The damage is entirely dependent on how long you have had the trigger down for. If you let go of the trigger that damage gets reset to its basic value.

Just a minor update, from testing it seems Forge Guns max range is 300m which is the same as optimal so I updated that stat. Beren if you could get the max ranges for the weapons you tested I could add them to the list too, thanks!
