Rathet than repurpose the HMG with different damage profiles, why not give the Amarr a Heavy Laser and the Gallente a Heavy Plasma Cannon? We then have 2 AV and 2 AI weapons with unique play styles.

The seize duration those weapons is enough of a balance, though the heat build up should be looked at. Having the weapon break down for overheating would just push people away from those weapons, or just camping on Nanohives/around Depots.
