I would be hesitant at implementing the Eve side earned OBs AND removing NPC strikes at the same time. I would much rather leave the NPC OBs in place since if you implement something similar to fanfest I think it would go a long way to alleviating...

This is an awesome and very welcomed change! I had a question about the immediate re-attacks that might spawn from these. If the immediate re-attack fails the attacker still gets their window so if they launch another attack it lands the next day...
