I find that, whilst going over cpu is more common, it is also more manageable. Cpu shows the biggest increase between tiers of the same items, so I can usually just go for the slightly worse nanohive or armor repairer. PG on the other hand, really...

How about a salvage equipment item that is used on bleeding out enemies like a nanite injector. Using it retreives a random piece of the enemy's fitting, be it the suit, the officer weapon you coveted, or a mere shield extender.

It's fine how it is. Heavies already benefit the most from damage mods working on percentage. Doing the same to armour would only exacerbate this. And let's not forget how badly scouts would be screwed by such a change.
