You can easily make a 3500 HP (STD) LAV with a hardener. It seems like a fair enough APC. More seats and more armor would have to be a vehicle that has nearly no or minimal offensive ability. Otherwise if you make it as tanked as a MLT tank, but...

Also I'm pretty sure that the outer range of your targetting radius is shorter than the optimals of the heavy. So unless he was right on top of you he wouldn't have appeared in that inner circle on the radar, which I think corresponds to your suit...

He probably wasn't shield fit? And if he had derpsuit command to V and profile dampening to V it would reduce his signature a decent amount to not be noticable if you don't have profile analysis skill.
