Can we please get your opinion on racially themed fits based on standard quality, please don't read too much into it, we are just trying to get the themes and fittings "right". It also goes a little into earmarking modules as racial preferences, as it relates to possible efficacy changes in future Hotfixes.
We also don't want every fit to be the same, so trying to get a blend of all the basic modules without sacrificing quality, these are meant to be competitive. But they are also meant to teach the "philosophy" at a glance and increase awareness of proper racial fitting, as well as mentality (speed tank, and damage profiles matching the grenades etc)

I actually liked energizer to represent the "brick", strong shield, otherwise to similar to GA
Amarr - I am not a fan of using all basics, it makes it too slow which is why I picked ferros, Caldari - Maybe, I don't like brick ehp tanking Gal - Agree Min - Again, I wanted to have one kincat on one of the fits, but if you don't have a reactive, there is no armor rep for hit and run
Keep them coming, it's fun to discuss this actually as it brings out maybe what needs to be done to properly align philosophies and fitting (and the module stats themselves)

Without rep is not so cool, shield recharge is almost useless with such low shield, damage is better

Better to stack a little more shield if you can, caldari recharge rate is not bad, 2 recharge mod are not needed, AV for being more racial, NK are for the lulz, but they are actually better than a bolt pistols in CQC.

This is probably the most difficult fit, due to the lack of HP and strange slot layout, 3-1 on std level was better, with the minmatar you have to be specialized in 1 thing, speed tanking is almost useless with a basic kincat. The only viable fit is imo is: damage mod damage mod reactive reactive

Most of these suits in a real scenario would opt to use a reactive plate or repairer (except gallente) in their lows. I think we can create slightly more diversity if we gave every suit a small amount of passive armor repair maybe 1 to Cal and min and 2 or 3 to amarr and buff Gallente by 2 or 3.
That's a maybe this could just backfire and just give people more repair on top of reactive but what I would like to see it do is let people not have to worry about fitting a reactive plate on their shield fits.

I walk into this thread and the first thing I see is an Amarr suit with 3 ferroscale plates.
I'm not going to ramble on about fittings, but here's what I attribute as the standard "racial" fitting idea when you go to fit an assault/medium suit and any tier (I have no idea if these actually work at std or not)
Amarr: Large tank, SLOW recovery, high damage -Mainly plates, 1 armor repairer MINIMUM, damage mods
Caldari: Large buffer, fast recovery, shield reliant -Mainly extenders, 1 or 2 energizer/recharger, regulators, possibly a reactive or kin cat in the extra low
Gallente: Fast recovery, focus on speed and stealth -Mainly armor repairers (at least half of your low slots), ferroscales or reactives with kin cats, dampener as a side option, shield rechargers or extenders based on preference
Minmatar: Dual tank with speed and damage -A good balance of a variety of modules. I'll give you my example proto fitting because this is hard to explain: -2 extenders, 1 energizer, 1 damage mod (option: swap e-tender for extra damage mod) -2 plates, 1 armor repair, 1 kin cat (option: swap plate/kin cat for extra armor repair)
I could make a video of some standard fittings though if you'd like...

I could make a video of some standard fittings though if you'd like... Since when are gallente assaults speedy and stealthy? Last time ive checked they armor tank and use damage mods. Both is not really optimised to be quick.

Focuses on armour buffer being the priority, since amarr is already slower they are more prepared to fit standard plates
Caldari Medium Assault (3H-1L) Extender Recharger - (Replace with Extender) Energizer Regulator Rail Rifle Bolt Pistol Flux Injector
Focuses on Shield Buffer being main priority but also enforces shields being stronger as a regen class.
Gallente Medium Assault (1H-3L) Damage Mod Regular Plate - (Replace with Reactive Plate) Armor Repairer Armor Repairer Assault Rifle Ion Pistol Locus Active Scanner
Focuses on Armour active tanking, shows reliance upon in built eHP values
Minmatar Medium Assault (2H-2L) Extender Recharger - (Replace with Energizer) Reactive Plate - (Replace with Repper) Kinetic Catelyzer Combat Rifle Flaylock Pistol Flux Nanohive
Focuses on minimal down time out of combat, Hit and Run

Why the hell does Caldari have a flux and Gallente have Locus grenades. The flux is Gallente amd the Locus os Caldari. They all seem fine but the Amarr And the Gallente as well now that I think about it.
I'd give the Gallente: 1 Damage Mod Basic Kinetic Catalyzer Armor Repair Armor Repair Plasma Assault Rifle Ion Pistol Active Scanner -speed and regen in mind-

And these are standard items or Militia items? Because the buff required to fit a Militia Drop Uplink on the Amarr would be staggering, that thing is just terrible.

We seem to have a little bit of grenade confusion.
The Caldari fit has a flux grenade. The flux grenade is a Gallente item. The Gallente fit has a locus grenade. The locus grenade is a Minmatar item. The Minmatar fit has a flux grenade. The flux grenade is a Gallente item.
Suggested resolution: Caldari fit gets AV grenade. Gallente fit gets flux grenade. Minmatar fit gets locus grenade.
Also, three ferroscales on the Amarr fit? Normal armour plates are more the Amarrian style, I think.
Sometimes I feel as if I've encountered the limits of human stupidity.
And then, once more, I return to the forums.

I started a thread on starter fits a few weeks ago. There's probably some useful info there.
I think you should separate the logi equipment from the more frontline stuff into 2 versions of each suit. Frontlines could be more about the racial assault style and would be more competitive as a slayer. Equipment on these would tend to be nano hives. The support suits would feature alternative weapons like the mass driver, laser rifle, plasma cannon etc. as well as focus on survivability and their racial equipment.
Best PvE idea ever!

The main issue with starter scout fits is that they won't be able to fit cloak until they hit racial 5. Which means they won't be using a main component of the scout arsenal until they have sunk an incredible amount of SP into the skill tree.

I believe a large portion of this problem is because of the design shift going into dust (aka, whoever was in charge of design got things wrong). If you don't have at least 1 (preferably 2) armor repair you can and will get worn down due to attrition - shields are currently designed so that no matter what you do, you will at some point be 'tanking' on armor, it's also possible to turn shield recharge off with as little as 1 point of damage meaning that shields are even more susceptible than armor (with reppers fitted) to attrition, whereas I can toss 2 complex repairers on a high HP armor suit and get ~20 hp a second no matter the incoming fire. Shields seem designed solely as a buffer before hitting armor (and hit armor you will)
In eve your shields recharge at a sliding rate no matter what is happening (based on time and max hp, with 'peak' recharge being at 33%) or you can use active modules to keep your shields topped up. Shield modules in eve provide quick constant bursts of shield at the cost of a lot of cap use (repairing as soon as the switch is flipped), where armor repairers have long cycle times that repair far more efficiently but do so at the end of cycle.
In eve it is entirely possible to mount a shield or armor tank without being interested in the other.In dust it is only possible to mount a 'full armor tank' without needing to be interested in shields at all, it is not possible to mount a 'full shield tank' without needing to be interested in armor.
If shields were designed in such a manner that every (value A) amount of time you got (value B) shields back regardless of whether you were taking fire or not the idea of mounting full shield tanks becomes a lot more desireable - you don't 'need' to worry about your armor at all because in any situation where it would come up you're likely already taking enough damage to die. This would ideally replace the current 'delay' / 'depleted' system. So ideally you could have a proto caldari sentinel running around with lets say 800 shield hp (just tossing a number out) and then because (value B) is based on total health but is still modified by rechargers/energizers the sentinel is getting back ~60 hp every (value a) time (lets say 1.4 seconds even under fire) because the cal sent has good base values and opted to fit a complex regulator.
Not that I ever truly expect this to be implemented, just expressing some of my issues with the current design.

I'd like to see a MIL cloak with low fitting costs and a very short cloak time (like 5 seconds). This would expose new players to stealth gameplay but with pretty severe restrictions.

While I do understand that would help, it wouldn't solve the problem of scouts being unable to fit racial equipment until they sink a ton of SP into their role. Creating a cloak with low fitting requirements would allow all classes to utilize it. So instead of making another EQ, which isn't something CCP can hotfix. They should instead change the bonus to cloak fitting to a role bonus (reduce cloak fitting requiremetns by 95%), instead of a racial bonus (12.5%/level); which is something thats easily doable in a hotfix.

Rattati, you should be careful using so much logic on these forums. Logic, especially from a Dev, is not welcome around here.
3 for Gal and 1 for everyone else would be my suggestion, especially after the low slot layout change for Amarr/Gallente.
My thoughts on racial preference:
Amarr - High EHP low speed - you'll never be fast with such a low base speed, so brick tank and outlast in EHP if you can. Caldari - Highest EHP possible, keep at range so you have more breathing room for regen.
These are the two races I play the most. I have a hard time commenting on the others but... when I was min logi in Chrome it was all about dual tank, but they should be more into speed and regen according to eve lore.
Gallente could find a use for an active tanked build possibly, which would be their lore-based preference. I feel like they need something better than Damage mods to make that a reality though. Seriously consider swapping damage mods and kin cats to make this more like EVE.

Just a small note on the caldari, the only issue (and it is with all caldari) is that you will be losing a good chunk of your extender due to the penalties you get from the energizer. it's a direct contradiction. you would be better with Recharger Extender Damage mod/extender (or even 2nd recharger) Regulator (more realistically reactive plates-helps to counter fluxes)

I haven't played shield suits in a while after switching to Amarr Logi but when Energizers were first introduced they only affected the base shield hp, has this been changed? I've never seen any patch notes on that.

IMO, I'd swap the Energizer for a damage modifier. The energizer does not give a significant increase, even with maxed out passive skills, to benefit the very low shield value for the suit. I'd also swap the Locus Grenade for a Flux Grenade. Primarily because I prefer the utility of a flux over a locus but also because if you get caught up in your own blast you are less affected by it- flux on armor locus on shield. Then I'd replace one of the Ferroscale plates with a Reactive.

Can't remember, which causes reduction to shields? I'd remove that one and replace it with the other or replace the one that doesn't reduce health with a second extender. Same thing as above with the grenade, swap to a locus because of opposing values. EQ, definitely replace this. The injector should never be allowed on a suit with only 1 EQ slot. It's only going to be used to troll/farm people for 60WPs- a reward greater than actually shooting someone. More than that, though, the Caldari Weapons have very low max ammo values and a nanohive would suit the suit far better.

First, toss the Ion Pistol. You're better off not having a sidearm than using that one. Seriously, there's very little hyperbole/humor in that statement, it's garbage. It's way too easy to accidentally charge a shot, which will cause a full seize even if you didn't use a full charge. Second, again with the grenade. The Flux Grenade is even produced by Allotek Industries. I also get more millage out of 2 plates and 1 repairer than your current set-up. The Active Scanner seems like a bad idea. Minmatar is more a shield based suit than an armor one, so the Grenade thing again. The flaylock is not a weapon I'd give to someone. It's something you choose because you want to clear enemy EQ quickly or distract people by making them thing a grenade of MD round just went off. I'd go with the SMG here because it's just a standard suit probably not meant for people specialized in battlefield roles yet. I'd also use a Cardiac Regulator instead of a Kinetic Calalyzer. First, you need Biotics V to unlock KinCats; Second, 5% increased sprint is going to get you less benefit than 50% stamina

On the suits with less base armor 1 HP per second would be fine.
And of course you would increase the Gallente self rep bonus equivalently.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

current game mechanics dont allow for that shield regen to be capitalized on because shield delays are too high still.

"A-I" represents what I think the proper racial fit should look like "A-II" represents how I would rather fit the suit (I left the same sidearms and weapons, but changed modules and equipment)
*The HP and fitting space on these suits should not be compared or referenced as I created these fittings on my main character. A low sp player will not get these sort of numbers, but I'm not willing to go create a new character and buy aur items just to make these fittings without any skill bonuses. There is always Protofits for that.

Have you ever been needlefucked? It's a pretty common practice. People do it all the time, many on purpose but most unwittingly.
FW/PC variety: You team kill, revive, team kill, revive, team kill, revive, team kill, et cetera. This goes on until the TK'er accumulates 5k damage or the the needlefucked turns off their system
Pub match variety: You see someone die, you revive them, you watch them die, you revive them, you watch them die, you revive them. Some people try and queue up so their squads are synchronized and end up in the same match. Often enough they'll end up on opposite teams. It can get really fun when you do this as a team, all of you mic'ed up in another channel. Or you can signal someone on the other team to no shoot you so you both can have fun.

He purely asked for a thematic build. Practicality means nothing at this point.
I suggested literally the most Amarrian build that could be made with what we have.
We have a Rifle and Pistol.....
We have a Dropsuit.
We have passive buffer in the form of Plates since resistance modules are not a factor.
We have no grenades.....
It's a shame this is the best that could be done.

Actually, most of you just said "it looks Gallente, it must be on the Gallente Suit.... Amarr and AV grenade may very well make sense but I don't want new players to have an AV grenade as it may not behave as they expect.

Carry 2 dmg type guns. if its a heavy throw flux finish off with armor dmg weapons. My gal scout preference vs heavies is the flux/smg combo. 2 shield weapons and a locas is just asking to die.

Historically, when a Dev shows the community what they are running- particularly in EVE- the community then proceeds to jump on them because of how terrible their fits are.
I'd still like to know why you require a dropsuit to have a Nanite Injector though. It's only for terrible people.

But a compact hive could be a very valid equipment for all those fits. Seeing as they are merc fits and not military fits,mercs use what works not necessarily what goes with the suit. EG Cal scouts with CRs

For my purely standard Assault: two extenders, one energizer, and one regulator. Rail rifle and Magsec. Needles are a must.
But the important thing about it? No grenades.

I'm assuming these are meant for new players?
You've got a bunch of 400 hp death traps. I know you're working on matchmaking but still any one with any sp is just going to collect the 50wp all day long.
You know what helps new people the most? Living longer. They're going to get chewed up in this game so the first goal to keep them hooked is to get them those first few kills under their belt. You do that by keeping them alive. We don't have a real tutorial to explain some of the finer mechanics of regen vs health armor vs shields etc. Stack them HP, keep them alive long enough to at least shoot back.
If CCP ever gives you resources again for a real patch then fight for a real tutorial to explain some mechanics in how they can change up their suit, but for the love of god don't just give them OHK suits to get picked off all day long.
Regen isn't going to help them if they just fall over after taking the first shot, hell regen mods in the game are pretty lack luster and require a lot of experience in understanding how and when to jump in and out of cover, things that are lost on newbies even if they've played FPS games for years. Every FPS game seems to cause complete amnesia on basic concepts for some reason.
I guess they're better than the current starter fits but last time i used one I laughed because they had unused slots anyways. |

The first 4 are infinite starter fits (tweaked per the discussion). The rest are 0 SP MIL suits with around 10 copies of each. The last 3 fits are the racial frontline equivalents of the other races, so the new player is exposed to all racial flavors early on, in case they want to go in a different direction, and letting them know they're not "locked in" to their race's gear. I'd also like to see each new player get 1 MIL dropship and 1 MIL tank. The support suits feature each race's equipment and alternative weapon (e.g. Rep tool and mass driver).
The frontline fits should be competitive and fun--featuring the racial suit, tanking style, AR variant, and sidearm, the grenade and equipment on these should be more about being effective. The support roles are less about being super-effective, and more about exposing the player to the diversity of options available to them, letting them experience a broad crossection of the diverse gameplay options available in DUST, exposing them to a broad variety of roles, and hopefully helping them find a niche they enjoy.

For how long? I'm sure you have the numbers on how long until the average new player ditches starter fits and at what sp they start to make their own fits or adjust starter fits.
As it is now, I see a frightening number of people making my sp grind easier in starter suits. Unless some one is q-dyncing half the team is usually running around in Frontline/medic/sniper/anti armor fits.

Aside from contradicting the "racial philosphy" mentioned in the OP, this logic would apply better to primary/sidearm loadouts than anything to do with grenades. Pair an Assault Rifle with an SMG or bolt pistol to use as a finisher, or wipe your targets shields with a scram pistol before tearing into them with a combat rifle... it allows for more engagements between resupply than the two grenades you can carry.
If the idea is to use these as a baseline for better racial starter fits, spread the different grenade types between the different starter roles... flux for the frontline fits, AV grenades on the anti-vehicle fit, etc.
Also, I agree with those who say rep tool for Minmatar, and nanohives for Caldari.

I think the choice of putting an Energizer in the high slot is strange. Considering the Amarr scout gets a passive precision bonus, why not make that a Precision Enhancer instead? This might more clearly communicate the Amarr battle philosophy... and prevent new players from thinking Amarr use shield tanking modules.
The triple ferroscale plates doesn't seem logical. Amarr should be more armor brick tanking. I suggest...

Nothing wrong with this fit. It is very similar to the STD Caldari assault fit I run right now.
Side note: please either increase the amount of HP the Extender gives or increase the efficacy bonus of the Extender skill.

I would replace the armor plate with a reactive plate to further drive the rep tanking style Gallente use.
Side note: have you considered giving reactive plates the efficacy bonus from the Armor Repair Systems skill?

That nanohive seems out of place. I know the logic is that the CR and FL will eat up ammo, but it just feels weird to have a piece of Caldari tech on a Minmatar dropsuit. Back when I played Cal Logi it was always worth the slight hp penalty to just use the energizer. At standard its 2% iirc, which results in almost no lose of base hp for better regen.

The Gallente and Amarr fits look good as far as I can tell, but I have to disagree with the Caldari and Minmatar fits.
The Caldari, preferring thicker shields, should have 2 extenders and a recharger in the highs, and keep the regulator in the low. The Minmatar, preferring high regen, low downtime, should have an extender and energizer in the highs, and then a kincat and a regulator in the lows.
SP Sinks? Fixed.

You've got a bunch of 400 hp death traps. I know you're working on matchmaking but still any one with any sp is just going to collect the 50wp all day long.
You know what helps new people the most? Living longer. They're going to get chewed up in this game so the first goal to keep them hooked is to get them those first few kills under their belt. You do that by keeping them alive. We don't have a real tutorial to explain some of the finer mechanics of regen vs health armor vs shields etc. Stack them HP, keep them alive long enough to at least shoot back.
If CCP ever gives you resources again for a real patch then fight for a real tutorial to explain some mechanics in how they can change up their suit, but for the love of god don't just give them OHK suits to get picked off all day long.
Regen isn't going to help them if they just fall over after taking the first shot, hell regen mods in the game are pretty lack luster and require a lot of experience in understanding how and when to jump in and out of cover, things that are lost on newbies even if they've played FPS games for years. Every FPS game seems to cause complete amnesia on basic concepts for some reason.
I guess they're better than the current starter fits but last time i used one I laughed because they had unused slots anyways. I hear you, but they will be fighting each other in the Academy, so maybe it won't be as bad as you expect. Hope it works |

As a specialized minmatar i can't really say for other suits so i leave that to their players who specialize in that role. I can say that this fitting fits the role of the minmatar pretty well except for a few things. Although the fit is sound, in order to promote a better overall effective play-style their would need to be changes for racial parity.
Hit and run tactics favor - High regen (Recovering lost health quick and fast is key to survival as you never know when an enemy might appear or against a very aggressive enemy who catches you off guard being able to avoid contact even momentarily will put you back in the fight) - Speed ( Hitting the enemy in the least expected areas and disengaging when necessary and reliably) - high rof or alpha damage (reduces enemy chance to react and return fire)
Minmatar Medium Assault (2H-2L) Extender - This is good
Recharger (Energizer) - I would use a basic energizer, i find it more useful for hit and run despite the hit to shields but good for starter
Reactive Plate - This is fine i run this exclusively on my min assaults. Some would argue ferroscale but only if you have the slot for a dedicated armor rep. Some of my advanced suits have ferroscale. Although reactives being emphasized isn't bad you get armor and reps with minimal speed penalty. With only 2 lows at basic this is common sense.
Kinetic Catelyzer (Shield Regulator?)- This is something im on the fence about. Speed is useful but i find the high regen stamina to be more than enough for mobility sake. A shield regulator reduces downtime for shields which although a min needs to dual tank having shields regain that much quicker increases survivability combines with reactive makes a good dual tank min fit. Perhaps more useful on a medical oriented assault fit. Combat Rifle - Normal
Flaylock Pistol (SMG) - Once again im on the fence. SMG comes in handy givin the high RoF of the CR and that fact that most starting users will hate the burst until they get used to its quirks. I will give this a pass only and if only the flaylock gets a decent buff) SMG is a definite for a front-line assault
Flux (Locus Grenade)- I know what you are thinking (having armor focused weapons this would compliment dropping of an enemy's shieds and putting the work the CR or FP) but racial parity would use a locus grenade. Nanohive - This is fine
