That's a maybe this could just backfire and just give people more repair on top of reactive but what I would like to see it do is let people not have to worry about fitting a reactive plate on their shield fits. Something I have given a lot of thought, maybe all suits having 1 so you don't have to use a whole low slot, but requires you to hide out for some time while regening armor.
I believe a large portion of this problem is because of the design shift going into dust (aka, whoever was in charge of design got things wrong). If you don't have at least 1 (preferably 2) armor repair you can and will get worn down due to attrition - shields are currently designed so that no matter what you do, you will at some point be 'tanking' on armor, it's also possible to turn shield recharge off with as little as 1 point of damage meaning that shields are even more susceptible than armor (with reppers fitted) to attrition, whereas I can toss 2 complex repairers on a high HP armor suit and get ~20 hp a second no matter the incoming fire. Shields seem designed solely as a buffer before hitting armor (and hit armor you will)
In eve your shields recharge at a sliding rate no matter what is happening (based on time and max hp, with 'peak' recharge being at 33%) or you can use active modules to keep your shields topped up. Shield modules in eve provide quick constant bursts of shield at the cost of a lot of cap use (repairing as soon as the switch is flipped), where armor repairers have long cycle times that repair far more efficiently but do so at the end of cycle.
In eve it is entirely possible to mount a shield or armor tank without being interested in the other.In dust it is only possible to mount a 'full armor tank' without needing to be interested in shields at all, it is not possible to mount a 'full shield tank' without needing to be interested in armor.
If shields were designed in such a manner that every (value A) amount of time you got (value B) shields back regardless of whether you were taking fire or not the idea of mounting full shield tanks becomes a lot more desireable - you don't 'need' to worry about your armor at all because in any situation where it would come up you're likely already taking enough damage to die. This would ideally replace the current 'delay' / 'depleted' system. So ideally you could have a proto caldari sentinel running around with lets say 800 shield hp (just tossing a number out) and then because (value B) is based on total health but is still modified by rechargers/energizers the sentinel is getting back ~60 hp every (value a) time (lets say 1.4 seconds even under fire) because the cal sent has good base values and opted to fit a complex regulator.
Not that I ever truly expect this to be implemented, just expressing some of my issues with the current design.
