As it stands, it takes four shots or less to kill militia HAVs (granted they are unhardened) and two (sometimes three) for LAVs. The Plasma Rifle is... underwhelming, but the shotgun is pretty amazing in my opinion. I don't have an opinion on the Minmatar Commando other than it completely wrecks with the CR.
